The Patient-Centered Outcomes Research Institute (PCORI) is authorized by Congress to conduct research to provide information about the best available evidence to help patients and their health care providers make more informed decisions. PCORI’s research is intended to give patients a better understanding of the prevention, treatment and care options available, and the science that supports those options.
Position Summary: The Project Specialist provides high level, complex, and comprehensive administrative support to a variety of staff members including the Program Director, Associate Directors, Program Managers, and greater team within the Healthcare Delivery and Disparities Research (HDDR) Program. The incumbent will be called upon to perform a variety of administrative tasks with a sense of urgency and detail including maintaining scheduling trackers and databases, developing project plans and timelines, and coordinating special projects as needed. The ideal candidate is resourceful, organized, and a strong problem solver.
Duties and Responsibilities:
- Maintain and manage calendars and scheduling demands for Program Staff, chiefly for the Program Director and Associate Directors, using Outlook and other technology tools
- Schedule and make advanced preparations for meetings by providing critical background information, creating schedules, agendas, and other related materials, facilitating discussions in a timely manner, and communicating and tracking follow-up items
- Create and maintain organizational systems for tracking scheduling needs, files, and materials for the HDDR team
- Coordinate travel, expense reporting, and accommodations for external meetings
- Support webinars, email outreach, convenings, and other activities associated with Science funding initiatives
- Schedule calls for Program Staff with external awardees and potential applicants
- Provide high-level administrative and logistical support for Program Meetings, Advisory Panels, and learning networks within Science, as needed
- Serve as the primary contact for HDDR staff when they are not available and ensure requests/issues are appropriately addressed and resolved
- Prioritize and manage multiple projects simultaneously and follow through on issues in a timely manner
- Support the HDDR Program Manager with new or ongoing projects or scheduling needs
- Proactively and creatively seek opportunities to develop and build relationships with internal stakeholders across the organization to identify areas for alignment and improvement

Duties and Responsibilities
- Play a central role on the D&I funding team:
- Directly support the D&I Program Director in conceptualizing and operationalizing new activities and refining current initiatives, providing technical, programmatic, and strategic input.
- Represent PCORI externally and the D&I Program internally.
- Collaborate with D&I program staff at all levels; work with other PCORI colleagues as appropriate.
- Review and consider D&I Program applicants’ project concepts and proposals, providing feedback and input on their ideas’ fit with D&I Program funding priorities. Participate in funding decision processes. Develop briefing materials, presentations, and other materials for PCORI Committees and Board of Governors, summarizing program recommendations and important project features.
- Oversee progress for projects funded through PCORI’s D&I funding initiatives; maintain regular communication with awardee teams.
- Manage initiatives or activities for the D&I program as needed to address PCORI or program priorities.
Required Skills:
- Strong writing skills. Strong analytic and problem-solving skills. Able to prepare cogent memos and other summaries by synthesizing material and focusing on the essence of an issue; able to think strategically and see the big picture.
- Ability to prepare slide presentations, including ability to conceptualize a presentation based on understanding of the audience’s interests and larger context. PowerPoint competence desirable: oral presentation skills (or willingness to learn) also desirable.
- Familiarity with the healthcare delivery system and the roles of various stakeholders. Broad familiarity with – and interest in – diverse areas of health services and/or medical research. Familiarity with comparative effectiveness research; ability to critically review journal publications reporting results from PCORI-funded and related studies.
- Ability to stay abreast of Implementation Science and D&I best practices literature and incorporate relevant concepts into program initiatives and communications. Background or experience relevant to implementation is desirable; strong commitment to the goals of the program, interest, and initiative to learn are required.
- Ability to work with a high level of independence and to take initiative in completing tasks and projects.
- Strong organizational and project management skills.
- Outstanding interpersonal and teamwork skills; collegial, energetic, able to develop productive relationships with colleagues, stakeholders, awardees, consultants, external funders, and others who contribute to program development and management.
Required Experience:
- Doctoral degree preferred in a field relevant to patient-centered outcomes research (e.g., health services research, public health, health policy, sociology, psychology, program evaluation) plus minimum of three (3) years of relevant work experience -OR- Master’s degree in relevant field plus minimum of seven (7) years of relevant experience demonstrating increasing responsibility.
- Applicants with advanced academic or professional credentials, extensive years of relevant health research experience, or relevant experience working in a funding organization/agency may be considered for senior Program Officer roles.
- Experience handling and managing multiple priorities effectively; experience in work environments that require organizing time efficiently and having a high tolerance for change.

- Overseeing the quality and management of the PH/PMR Program, which includes:

POSITION: Climate Finance Policy Director
ORGANIZATION: The Chisholm Legacy Project
The Chisholm Legacy Project is seeking a Climate Finance Policy Director. Full-Time (40-hour workweek); Annualized compensation will be $120,000. Position is classified as exempt as defined by the Fair Labor Standards Act (FLSA) and is not eligible for overtime compensation. SUMMARY: The Climate Finance Policy Director reports to the Chief Program Officer. The Climate Finance Policy Director (CFPD) is responsible for embedding racial equity in climate finance legislation and regulations. The CFPD will conduct research, perform policy analysis, deliver reports, opinion pieces, and educational materials, and support coalition building to achieve the aim of racially just climate finance policymaking.
DUTIES/RESPONSIBILITIES:
- Develop a landscape analysis and systems map (including power mapping) of climate finance legislative and regulatory governance bodies, instruments, policies and practices domestically and globally.
- Conduct ongoing research, tracking and evaluating climate finance (and related) regulations.
- Assess regulatory gaps through the lens of climate justice and racial equity.
- Generate recommendations for infusing equity and justice into climate finance regulation.
- Develop policy language that is aligned with climate finance regulation that promotes racial justice and just transition.
- Develop a corporate accountability monitoring, tracking, and assessment system as well as mechanisms to apply pressure on corporations to adhere to principles and practices rooted in racial equity and climate justice beyond typical measures on ESG (Environmental, Social, and Governance factors).
- Build relationships with entities including the SEC, NCUA, FDIC, CFPB, OCC, Federal Reserve, and FHFA, BIPOC-led banks and credit unions, BIPOC-led asset managers, Congressional Black Caucus, and other entities within which decisions around domestic and global finance regulations occur.
- Educate aligned constituency organizations to close knowledge gaps as well as develop and implement plans of action for advancing transformation of the financial regulatory system into one that centers racial equity and climate justice.
- Anchor coordination of the Embedding Racial Justice in Climate Finance Working Group, which has as its central aim to maintain a knowledge base, center strategy, and execute power building towards the collective aim of bending the arc of our finance system towards racially equitable climate finance and climate justice.
SKILLS/EXPERIENCE:
- Proven track record of at least 7 years leading work on racial justice and economics required.
- Exceptional policy experience, including skills and experience in researching, assessing, interpreting, and drafting U.S. regulations and policies.
- Experience in climate change and climate finance desired.
- Passion for advancing economic, racial and gender justice required.
- Capacity to excel at influencing/educating and leading individuals and organization(s) towards environmental and climate justice and a just transition framework.
- Ability to communicate and work with persons of diverse professional backgrounds (i.e., frontline communities, finance sector, policy makers, etc.).

The National Leader for Climate Justice will bring vision, knowledge, and expertise to: (1) lead the CASC network’s existing Climate Justice related programs – e.g. the Climate Adaptation Scientists of Tomorrow (CAST) Program; (2) contribute to and support a USGS bureau-wide equity service assessment by directing an evaluation of the CASCs’ current CJ related projects, programs, and efforts as they relate to Executive Orders 12898, 13985, and 14008, and Title VI of the Civil Rights Act of 1964 statutory requirements; (3) work with DEO to build partnerships with federal programs, conservation organizations, professional and scientific organizations, community groups, and academic institutions with similar and complementary environmental justice goals; (4) inform an expansion of the scope and impact of CASC research related to climate justice; and (5) serve as a climate justice subject matter expert and liaison to the USGS Environmental Justice Task Force, including contributing to bureau-wide recommendations to better support underserved communities in advancing environmental justice for themselves.
Through these efforts, the incumbent will shape the direction and contributions of a premier national climate science program, its workforce, partnerships, and both the current and future generations of climate scientists. The position will be supported by CASC senior staff, the DEO office, and a dedicated program coordinator. If time and interests allow, the incumbent may also advise and shape the CASC’s Diversity, Equity, Inclusion, and Accessibility Strategic plan as a secondary responsibility
Qualifications: Demonstrated expertise and recognized leadership in building or shaping environmental or climate justice programs. An advanced degree from an accredited institution in Public Administration, Public Policy, Law, Social Science, Social Work, Communications, Climatology, Environmental Science, Environmental Studies, Environmental Justice, or closely related degree are desired.

While we welcome candidates from a range of specializations and methodologies, we especially encourage candidates whose scholarly work critically engages with diverse ways of understanding environmental problems. This could include approaches from, but not limited to, Black geographies or ecologies, Indigenous knowledge or science, Latinx geographies, decolonial perspectives, public science, or Queer ecologies.
Furthermore, we welcome scholars who examine the intersection of environmental justice with multiple dimensions of oppression, possibility/resistance, and environmental processes. This could encompass a wide range of topics, including but not limited to: racial capitalism, environmental racism, militarization, settler colonialism, climate justice, food sovereignty, abolition geographies, land-back movements, air quality, water access, open space, or community-based stewardship.
The successful candidate is expected to develop an externally-funded research program while teaching a combination of introductory human geography courses and advanced courses (at the undergraduate and graduate levels) in their area of specialty. The average teaching load is two courses per semester. This is a tenure-track position at the Assistant Professor rank and will begin in August 2023.
Qualifications: At minimum, candidates will hold a PhD at the time of appointment. POSITION: Qualitative Research Manager

This position is linked with several research and evaluation projects that emerge from the Orange County Health Equity COVID-19 Community Academic Partnership, as well as ongoing efforts to promote health equity related to chronic disease risk.
For example, the CATALYST project (Community Action to TrAnsform Local sYSTems) integrates a community-commissioned case study of the roles, achievements, facilitators, and barriers of community health workers in COVID-19 equity efforts and NIH priority of understanding to social, behavioral, and ethical factors that shape COVID-19 experiences, including exposures, cases, testing, and vaccination.
This project involves a qualitative case study of these dynamics and models in Orange County and an analysis of experiences of community health workers across California. The HEAL-OC (Health Equity and Literacy-Orange County) project involves a qualitative evaluation of the implementation of several health equity initiatives to reduce COVID-19 inequities in Orange County communities disproportionately burdened by social, economic, and health inequities that have been worsened by the COVID-19 pandemic. Each project involves an ongoing partnership between a small team of faculty at UC Irvine and several community-based initiatives in Orange County. Additionally, our research team is pursuing other research projects that align with emerging findings and community priorities.
Uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures; research, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation.
Required:
- Training and experience (5+ years) in community-based participatory research, health equity, and qualitative data collection and analysis. Fluent (written, oral) in English and one of the two most common languages spoken among the communities with whom our research projects focus (Spanish, Vietnamese.)
- Master’s degree in Public Health or related field (e.g., Social Work, Social Sciences) and / or equivalent experience / training.
- Analytical / problem-solving skills. Ability to use discretion and maintain all confidentiality. Strong experience with qualitative data collection and analysis. Knowledge of common organization- or research-specific and other computer application programs. Fluent (oral, written) in English and another language commonly spoken in communities of focus for the research and evaluation projects (Spanish, Vietnamese). Ability to work independently, using judgment and decision-making skills to conduct short and long range planning, to prioritize tasks, and to follow through with related activities and request for information in an environment with a high volume diverse workload, of frequent interruptions, competing deadlines, changing priorities and compelling requests. Ability to use qualitative data analysis and project management software. Proficient writing skills to prepare/compose/review a variety of communications, primarily electronic. Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses. Relevant work experience with a MPH/MS/MA/MSW, or Equivalent experience. Strong communication and interpersonal skills to communicate effectively, both verbally and in writing.
- Preferred: Previous experience social & behavioral research, nutritional science, and/or health promotion program preferred. Ability to multi-task with demanding timeframes. Strong policy analysis techniques.
