The Center for Healthcare Innovation & Delivery Science, in the Department of Population Health at NYU School of Medicine seeks a Project Associate to work on two projects. This is an exciting opportunity for someone looking to develop their skills in both health policy and health services research and evaluation, and will build experience relevant to roles in think tanks, government, health care consulting, and health services research.

Half the role is for CHIDS’ rapid RCT lab, a nationally-leading team conducting innovative, rapid RCTs to improve the delivery of services at the hospital frontline; the second half is a partnership with the leading think tank the Commonwealth Fund on international health policy developments with a focus on AI and long-COVID. The time will be split roughly evenly between the two projects and both projects report to the same program manager.

The PAs role would be to support on project scoping and design; leading literature reviews and data identification; supporting with results dissemination and paper drafting; and supporting the project coordinator with administrative tasks.

Qualifications

  • Become familiar with related city regulatory review processes (ULURP, etc.) to ensure opportunities stemming from City urban planning initiatives are maximized to advance public health goals more broadly;

POSITION: Healthcare System Qualitative Senior Analyst

The BEHS is seeking a City Research Scientist III to serve as a Healthcare System Qualitative Senior Analyst. This person will report to the Director of Social Research in the Health Systems Planning and Policy unit. The Healthcare System Qualitative Senior Analyst will support efforts related to equity in healthcare including the impact of the COVID pandemic on the healthcare system, and identifying policies that ensure that patients receive equitable and high-quality care.

POSITION: Healthcare Justice Legal Consultant

ORGANIZATION: Public Health Solutions

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH.  This is a grant-funded position starting ASAP and ending June 30, 2023.

Program Description:

The Bureau of Equitable Health Systems (BEHS) in the Center for Health Equity and Community Wellness (CHECW) for the New York City Department of Health and Mental Hygiene (DOHMH) consists of a multi-disciplinary team that aims to engage primary care providers, hospitals, and other healthcare systems to implement evidence-based strategies; leverage information to support planning and technical assistance for providers and payers; advance policy to close the racial equity gap for priority health outcomes; and surface opportunities where health care can influence and connect individuals to social support and address the whole person, beyond physical ailments.  

Summary of Position:

The mortality experienced due to COVID-19 made visible the inequities that low-income patients experience in accessing the healthcare system, as well as the marginalization of essential healthcare workers. Would perform research to close the gaps in the legal barriers that allowed for these inequities to happen during the pandemic. The Healthcare Justice Legal Consultant will perform research and engage with relevant stakeholders to identify and propose solutions for 1) legal loopholes that make possible segregation of Uninsured and Medicaid patients at the hospital and outpatient level, and 2) how to strengthen the worker protections for home care industry. The focus will be on person-affirming healthcare delivery systems particularly to residents of TRIE neighborhoods and BIPOC community members.

Specifically, the Healthcare Justice Legal Consultant will:

  • Compile specific legal strategies that can address healthcare segregation that led to dramatic inequities during COVID-19
  • Perform research related to certificates of need as it relates to health equity assessments to help support a just COVID-19 recovery
  • Identify mechanisms to use “fair share” indices to increase non-profit healthcare system accountability to care desegregation as a strategy for COVID-19 pandemic resilience
  • Collaborate with State Department of Health on healthcare segregation and the law as it relates to an equitable COVID-19 recovery
  • Generate specific recommendations to the Chief Medical Officer for addressing healthcare segregation and home health worker protections in an equitable COVID-19 recovery and pandemic resilience
  • Lead issue briefs as needed related to healthcare segregation, home health worker protections, COVID-19 recovery, and pandemic resilience
  • Identify legal and other mechanisms to improve worker protections in the homecare industry as it relates to COVID-19 recovery and pandemic resilience
  • Engage with homecare advocacy groups and community-based organizations on understanding approaches to connecting home healthcare workforce protections and public health equity

Qualification Requirements:

  • Law degree, Master’s or Doctoral degree in healthcare law, labor issues, public health, social sciences, public policy, or other related fields
  • At least 3+ years of experience in healthcare in any capacity (administrative, clinical, legal, research)

POSITION: Primary Care Health Equity Analyst

  • Collect, clean, and analyze chronic disease data from a variety of sources, including electronic medical record (EMR), Statewide Planning and Research Cooperative System (SPARCS) outpatient data, and Medicaid claims data.
  • Develop novel methodologies to capture and report on chronic disease health indicators during the COVID-19 recovery period.

POSITION SUMMARY: 

The Hospital Equity and Accountability Project is leading Community Catalyst work to address the negative impact of hospital and health industry consolidation on medically-underserved communities and individuals, including Black, Latinx, Indigenous and other people of color, immigrants, women, LGBTQ+ people, people with disabilities, older adults and rural residents.  The project is conducting state-specific work in New York State with the support of the NYS Health Foundation and national work with the support of the Tara Health Foundation and Collaborative for Gender and Reproductive Equity.   

The Associate Director will be responsible for managing the project’s day-to-day work, and developing strategy for the project in collaboration with the project’s Senior Advisor and Community Catalyst senior managers. The Associate Director will join the team of HEAP staff working collaboratively with a cross-movement national strategic working group on religious health restrictions (Tara Health and CGRE grants), and the NY-specific Community Voices for Health System Accountability alliance (NYS Health Foundation). The Associate Director will coordinate and collaborate with related Community Catalyst programs and staff.   

SUPERVISION: 

The Associate Director is supervised by the Program Director, Community Benefits and Economic Stability 

RESPONSIBILITIES: 

  • Help develop project direction, priorities and strategies that are effective in holding health systems accountable for addressing the needs of the communities they serve and taking active steps to advance health equity.  
  • In coordination with Senior Advisor, HEAP, maintain regular communication with collaborating national and state partner organizations, and carry out communications activities to ensure the visibility of the project.   
  • Track federal, state and local policy developments in HEAP focus areas in order to offer strategic guidance to the project and our partners.   
  • Manage the project’s day-to-day work, including project development, ongoing management and project monitoring and evaluation. 
  • Supervise 1 to 3 staff.  
  • Track project income and expenses by grant through use of NetSuite, submit staff FTE allocation changes depending on funding sources available and ensure prompt submission of payment requests for work performed by consultants and sub-grantees.  
  • Manage grant deliverables for the HEAP grant(s), including: 
  • Write narrative grant reports and work with Finance on grant budget reports, ensuring all reports are provided to foundations by specified deadlines. 
  • Assist in the identification of needed consultants and sub-grantees and the development and execution of contracts for them.  
  • Communications, strategic guidance, and technical assistance to grantees 
  • Ensure strategic support is provided to all sub-grantees and other state/local partners working with HEAP staff.  
  • Guide policy advocacy campaigns with assistance focused on policy, communications, coalition-building and stakeholder and grassroots engagement.

QUALIFICATIONS: 

  • Bachelor’s degree plus 8+ years of relevant work experience or 10 years work experience or Master’s degree plus 3 to 5 years relevant work experience. 
  • Commitment to social justice and experience in social change activism such as: legislative advocacy or political/policy issue campaigns; community organizing; working with coalitions and stakeholders; and/or implementing communications strategies 
  • Knowledge of and experience with identifying and addressing the health equity issues created for medically-underserved individuals and communities by health system consolidation.  
  • Proven campaign and organizing skills 
  • Experience leading a multi-organization steering committee with partners with sometimes conflicting interests 
  • Demonstrated experience and knowledge of the political process and its interface with health policy 
  • Strong understanding of state and federal health policy, including knowledge of health policy issues related to hospital and health system funding and regulation.  Knowledge of New  York health systems and policy would be a plus. 
  • Ability to analyze policies to identify trends and emerging issues in government oversight of health delivery systems. 
  • Ability to provide strategic direction and guidance to project and exercise strategic political judgement

POSITION SUMMARY

The Hospital Equity and Accountability Project is leading Community Catalyst work to address the negative impact of hospital and health industry consolidation on medically-underserved communities and individuals, including Black, Latinx, Indigenous and other people of color, immigrants, women, LGBTQ+ people, people with disabilities, older adults and rural residents. The project is conducting state-specific work in New York State with the support of the NYS Health Foundation and national work with the support of the Tara Health Foundation and Collaborative for Gender and Reproductive Equity.

The Project Manager will be responsible for assisting in management of this work, including project development and grant management, tracking progress in meeting project grant deliverables, documenting accomplishments, lifting up the project’s work internally and externally and engaging national and state partner organizations.

This position is included in a collective bargaining unit represented by a staff union, Community Catalyst United, and specific employment terms may be subject to a future Collective Bargaining Agreement. 

Supervision: The Project Manager is supervised by the Associate Director, Hospital Equity and Accountability Project.

RESPONSIBILITIES: 

  • Assist in overall management of the project, including contributing to development of an annual work plan and tracking of how project achievements are advancing Community Catalyst’s Strategic Plan priorities.
  • Oversee development and execution of contracts for project sub-grantees and consultants, ensuring compliance with funder requirements and internal Community Catalyst procedures.

  • Assist in documenting and communicating the achievement of grant deliverables to internal and external audiences, including funders and state/national partners through:
  • Preparation and timely submission of grant reports to existing funders and proposals to potential new funders, in collaboration with CC Development team.
  • Crafting blog posts, reports, PowerPoint presentations, newsletter articles, social media postings and other communications.
  • Providing communications, strategic guidance, and technical assistance to grantees
  • In coordination with other project staff, maintain regular communication with collaborating national and state partner organizations, and carry out communications activities to ensure the visibility of the project.

QUALIFICATIONS:

  • Bachelor’s degree plus at least 4 years relevant work experience, or 6 relevant work experience.
  • Strong organizational skills, including ability to manage several projects at once in a fast-paced environment, and highly-developed attention to detail.
  • Demonstrated knowledge of state and federal health policy issues related to health equity, reproductive justice and LGBTQ+ health issues.
  • Demonstrated knowledge of the political process and experience influencing such policy, especially in New York State, is preferred.
  • Demonstrated knowledge of how the U.S. health delivery system is organized, funded and regulated.
  • Commitment to social justice and experience in social change activism such as: legislative advocacy or political/policy issue campaigns; community organizing; working with coalitions and stakeholders; and/or implementing communications strategies

POSITION: Community Data Coordinator

Specifically, this position will provide high-level coordination for projects and aspects of projects that involve collecting diverse community voices and perspectives, both via in-person and remote settings. Additionally, this position will provide overall project management for team-based technical assistance projects and, at times, provide technical assistance on certain project tasks (including writing/editing and qualitative data design/collection/analysis). This position will require meaningfully sharing both qualitative and quantitative data to a wide range of partners. The individual is also required to demonstrate a strong knowledge of and commitment to identifying and addressing racial and health inequities in project work, including data systems and methods.

The incumbent in this position will provide technician support to biological science research efforts by assisting with portions of research projects related to the biological sciences (i.e., pathology, physiology, toxicology, and molecular biology).

  • Calibrate, operate, recognize malfunctions, and make standard adjustments equipment such as microscopes, centrifuges, incubators, balances, etc.
  • Interact with equipment service representatives to trouble shoot and/or obtain repairs to equipment as required.
  • Perform animal surgery to excise organs.
  • Prepare slides and/or solutions following standard procedures and formulas.
  • Draw blood or collect other specimens.
  • Mix samples and specimens with reagents to perform chemical analysis.
  • Record readings and other observations/outcomes.
