POSITION: Researcher
ORGANIZATION: The Commonwealth Fund
Reporting to the Vice President, Health Care Coverage and Access, the Researcher is an important part of a five-member team responsible for the Fund’s Program on Health Care Coverage and Access and the Tracking Health System Performance research initiative. The primary responsibility of the Researcher is to provide research and analytic support for the Health Care Coverage and Access program, with specific responsibility in the area of the program’s extensive survey research agenda. With guidance from the Vice President, the Researcher is responsible for managing the day-to-day activities of the program’s surveys including organizing and providing input to questionnaire development, insuring data integrity, communicating with the survey research firms, using statistical software to analyze data, and displaying data in tables and charts. The Researcher will participate as part of cross-program Fund staff research teams in writing reports, issue briefs, blogs, and journal articles based on survey findings as well as maintaining data integrity. In particular, the Researcher will collaborate with the Vice President for Medicare on surveys focusing on coverage and access of 65 and older adults. As experience deepens, responsibilities will include making presentations at public and professional meetings.
Specific responsibilities for the Researcher include:
- Managing the day-to-day activities of the Health Care Coverage and Access program’s surveys including organizing and providing input to questionnaire development, insuring data integrity, communicating with the survey research firms, and responding to external requests for data.
- Conducting statistical analysis of the program’s and other program surveys, displaying data in tables and charts.
- Developing and implementing procedures for insuring data integrity in survey data sets and program publications.
- Collaborating with other members of the research team, the Medicare program and other Fund programs to write reports, issue briefs, journal articles, and blogs based on survey findings.
- Maintain and build knowledge-base on the provisions of the Affordable Care Act and Medicare and Medicaid programs, to both inform questionnaire development, data analysis and presentation, and focus of publications.
- Maintain and build knowledge-base on the literature, policy environment, and industry trends related to public and private health insurance coverage and access issues. Conduct background research on current health coverage and access issues, including literature reviews and Internet searches. Monitor journals, working papers, legislative developments, survey reports, and other information related to the program area.
- Prepare charts and tables for public presentations and presenting findings to professional and policy audiences. May also be asked to prepare presentations for the Medicare program, other program leads, and senior management.
- As needed, assist in the development of policy relevant and methodologically sound Board-level and intermediate grant projects for the Health Care Coverage and Access and Medicare programs. Conduct background research and literature reviews; review proposals for design and methodology; prepare summaries for review and approval by the Board of Directors.
- As needed, support the Program Assistant in managing grants; maintain knowledge of work related to grants, including publications.
- Assure high quality, policy relevant Fund publications based on grantee and staff work. Critique grantee and staff papers submitted for Fund publication; participate in the final review; prepare executive summaries and issue briefs based on grantee work.
- Participate in cross-program Fund supported health policy work.
- The Researcher may also support the Vice President with additional responsibility for coordinating all activities within this program, developing and maintaining the work plan for the program, convening program team meetings and representing the program internally to the executive management team.
- The Program Assistant and the Researcher will back each other up in the other’s absence, so each is expected to cross-train and ultimately know the other’s responsibilities at a level that provides for reasonable back-up.
- The Fund’s philosophy on successful performance in the job includes the willingness on the part of all staff members to handle any assignment necessary to further the goals of the institution. This may include taking on responsibility for other program areas or departments if the need arises.
QUALIFICATIONS
The ideal candidate for this policy focused position will have a masters degree (MS, MPH, MPA) in a field related to health economics, health services research or health policy. The position requires a strong background in statistical data analysis using STATA, SAS or other statistical software. Candidates must also have a working knowledge of the insurance coverage provisions of the Affordable Care Act and a background in health insurance coverage and insurance markets, and Medicare and Medicaid. Experience in survey design and methodology is preferable.
Applicants should demonstrate strong research analytical skills, including competence in the use of quantitative data. Excellent oral and written communication skills will include the ability to write about and discuss complex issues. Will have coordination and project management skills, be well organized with concern for details, accuracy and deadlines and have the ability to set priorities and work with a minimum of supervision. Will have digital skills including experience with statistical software, spreadsheets, graphical and mapping software. Excellent interpersonal skills: capable of being a team member as well as a team leader and a willingness to participate in general workflow of office.
The Fund has a relatively small staff, and judgment, integrity, and the ability to listen with sensitivity to others are traits that are particularly important in an organization of the Fund’s size, where teamwork is essential to effectiveness. The ability to work collegially with a variety of Fund staff and interest in and strong commitment to the Fund’s mission and grants programs are key qualifications.
LOCATION
Position is based in our NYC location. As of February 2022, the Commonwealth Fund Staff will be working in a hybrid environment, with the expectation of at least two days a week working in the office.

POSITION: Short-term Statistical Support (Remote)

I’m looking for someone to help with data cleaning and analysis for a community-partnered study on policing and community safety. We have funds to hire someone on an hourly basis for the next few months. Scope of work, total number of hours and hourly rate to be discussed based on experience.
The People’s Budget of San José study is a collaboration between the Human Rights Institute at San José State University and Sacred Heart Community Services. The statistician support person would work with both faculty and community members to conduct analyses of cross-sectional survey data. I’m the PI on the study and am happy to answer any questions.
The survey was distributed in 7 languages, some of the initial data cleaning work will be to create a consolidated dataset, label variables, and ensure consistency across the survey languages. Then, we are looking for support to do primarily descriptive analyses.
Desired qualifications:
- Advanced degree in epidemiology, biostatistics, or related field
- Experience or familiarity with intersectional quantitative analysis methods
- Ability to work in Stata
- Interest in collaborating with transdisciplinary and non-academic folks

POSITION: Consultant – Global Sodium Reduction and the Global Food Fortification Reports

POSITION: Consultant – Micronutrients Database

The Monitoring Nutrition Status and Food Safety Events Unit (MNF), within the Department of Nutrition and Food Safety, is looking to hire a consultant to enter, review and correct data on the micronutrient status of populations in the Micronutrients database. The consultant will be working with a WHO staff member responsible for the Micronutrients database. The overall objective of the project is to ensure that the WHO Micronutrients Database is up-to-date with regards of micronutrient status of populations in order to provide Member States and partners with up-to-date national, regional, and global assessments of the magnitude of micronutrient malnutrition.
Deliverables
Task 1. Enter micronutrients survey data into the Micronutrients Database
Deliverable: Entry of micronutrients survey data into the new WHO Micronutrients Database platform. First months of the contract will be dedicated to ensure the Database is up-to-date data in urinary iodine concentrations data in order to produce global iodine estimates. Electronic copies of surveys for possible inclusion in the Micronutrient Database will be provided by the Iodine Global Network (IGN) as well as per manual searches in academic sources. These surveys will be reviewed by WHO staff based on WHO inclusion criteria and eligible surveys will be entered into the database. Around fifty surveys will need to be entered and/or validated per month.
Task 2. Review and include data from systematic search in academic sources
Deliverable: Revision of references found in the systematic search in different academic databases. This search aims to find new data sources to be included into the database.
Task 3. Contribute to the testing of Micronutrient visualization tool
Deliverable: Test the functionality and data checking of the Micronutrients Database visualization tool. This tool will be part of the Nutrition Data Portal, which has recently been developed.

Essential: First university degree in nutrition, agriculture, public health, epidemiology, maternal and child health or closely related field.

POSITION: Diabetes Prevention Program Facilitator

BRIDGE (BRInging the Diabetes Prevention Program to Geriatric populations)
This is an R01 NIH Clinical trial. BRIDGE is an effectiveness trial of an adapted National Diabetes Prevention Program (DPP) tailored to engage older adults with prediabetes. The National DPP is an evidence-based lifestyle change program proven to help people at risk of type 2 diabetes reduce their risk and improve their overall health. It consists of group sessions, led by certified Lifestyle Coaches, focused on building healthy eating and physical activity habits that contribute to healthy lifestyles.
BRIDGE DPP workshops were designed to increase the engagement and retention of older adults in DPP. BRIDGE workshops discuss the similar topics to the standard DPP such as ways to stay active, tracking your food and how to cope with triggers material. The purpose of the study is to see if a virtual Diabetes Prevention Program is as effective at engaging and retaining older adults in attendance than an in person version of the National Diabetes Prevention Program.
The DPP Facilitator will have the following responsibilities for the position:
- Develop and refine intervention materials to deliver the 22 session DPP intervention online and in person to groups of participants
- Work with the study team to update study protocols and protocol amendments as needed, including the development of new measures.
- Work with the study team to develop recruitment strategies and manage tracking database.
- Assist in managing data; perform regular audits to ensure that collected data are complete and accurate, and research and clinical protocols are being followed.
- Collaborate with IT and data management resources in the development and editing of databases.
- Assist study team in drafting reports, preparing conference abstracts, and presentations related to the projects. (RedCAP)
- Maintain confidentiality of patient and program information per HIPAA, study, and program protocols

POSITION: Database Contractor
ORGANIZATION: Human Impact Partners
Human Impact Partners seeks an independent contractor to help us identify and implement a CRM/database solution for our organization. Our budget for this project is approximately $25,000. We would prefer to work with one contractor through the entire process and, depending on the results, would consider an ongoing maintenance contract once the solution is up and running.
HIP works with organizational partners in government, nonprofit, and higher education as well as individual public health professionals. For scale, our organizational budget is $3 million total and we are growing to 20+ staff for the first time this year. We have approximately 10,500 contacts on our email list, another 3,500 in our organizing network, and work with roughly 30-40 organizational project partners each year, not counting advocacy coalition partners.
Currently we are tracking our collaborations in separate systems (MailChimp, ActionNetwork, Google sheets) which prevent staff from easily seeing which of our contacts are active in multiple programs. We are seeking a solution that will allow us to knit together all our contacts (both organizations and individuals) and track their involvement as clients, participants, and donors, in one system that is accessible to all staff.
HIP is seeking support for two phases of this project, described below. We will initiate this project as soon as we confirm a contractor, with the goal of completing the project by August 2022. Interested contractors should describe their ability to support each phase of the project and a fee breakdown for each.
- Identify a right-sized CRM/database for our organization
- Gather background information on staff data management and sharing needs, as well as existing systems
- Develop a comprehensive list of CRM products that could meet these needs, including resources needed for set-up and ongoing maintenance
- With staff guidance, select 3-4 of these potential solutions and conduct a thorough analysis to compare their ability to meet HIP’s specific needs
- Discuss the results with staff and provide recommendations for the final choice
- Implementation of selected CRM/database
- Develop a comprehensive plan for implementation and ongoing maintenance of the selected solution
- With staff support, lead implementation process including CRM data structure set-up, population of data into the system, creation of commonly used reports, integration with email marketing tool(s), and development of data management protocols
- Troubleshoot challenges that arise through the implementation process and fix them
- Train staff to use the new system, including creation of instruction guide/training
