The Bureau of Equitable Health Systems (BEHS) in the Center for Health Equity and Community Wellness (CHECW) for the New York City Department of Health and Mental Hygiene (DOHMH) consists of a multi-disciplinary team that aims to engage primary care providers, hospitals, and other healthcare systems to implement evidence-based strategies; leverage information to support planning and technical assistance for providers and payers; advance policy to close the racial equity gap for priority health outcomes; and surface opportunities where health care can influence and connect individuals to social support and address the whole person, beyond physical ailments. The Community Based Participatory Research Manager will build a Community Based Participatory Research infrastructure for the Social Research team to develop robust, equitable, and bidirectional partnerships with community partners that address various aspects of healthcare including the impact of the COVID pandemic on the healthcare system, and identifying policies that ensure that patients receive equitable and high-quality care. In the event of a public health emergency as deemed by the agency (public health outbreak, natural disaster, etc.), employees may be mandated to assume an emergency response role. In these rare instances and when notified, staff will be re-assigned from their regular day-to-day duties as noted in this job description to take on another role considered necessary by the agency. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Minimum Qual Requirements

To be appointed to Assignment Level II and above, candidates must have:
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Job Summary

This work will engage and support historically under-resourced communities that experience health disparities.
The Policy Associate will support CSPI’s broader healthy retail work. We are mobilizing advocates, coalition partners, and communities to support state and local policies and corporate campaigns to make healthy choices easier at food retailers. We urge supermarkets and other large food retail stores to shift the mix of products that they promote and make available to consumers. Through research and pilot programs, we aim to create evidence-based campaigns that will be both beneficial to the health of consumers and economically sustainable for retailers. We advocate for policy and programmatic changes to the Supplemental Nutrition Assistance Program that create a healthier food environment. And we are leading efforts to have federal and state agencies end trade practices that stifle fair competition among food manufacturers and that reinforce the marketing of unhealthy food by retailers.
The Policy Associate position reports to the Senior Policy Scientist. The Policy Associate will operate out of CSPI’s Washington, DC office or remotely.
Essential Duties and Responsibilities
- Lead advocacy for state and local policies that support healthy food retail environments through bill drafting, policy tracking, and providing technical assistance to advocates.
- Identify policy priorities that create a healthier food retail environment and increase access to healthy retail, especially for socially and economically marginalized communities
- Manage grants to organizations by identifying and researching potential grantees, requesting and reviewing proposals, monitoring metrics and budgets, and providing advice and technical assistance to our external partners.
- Lead a team of cross-organizational staff to develop and implement healthy retail campaigns, including outreach and capacity building, communications, scientific, legal, and other staff.
- Build new and strengthen existing relationships with community-based organizations, academics, policymakers, and advocates to expand the base of support for relevant food policy campaigns at the national, state, and local level.
- Conduct research regarding nutrition policies and practices; support healthy retail pilots and track industry practices.

Qualifications

Compensation
The salary range is $60,000 to $65,000, based on experience. This is a two-year grant funded position with the potential to extend, contingent upon funding availability. ORGANIZATION: Partners In Health (PIH)
Partners In Health (PIH) is hiring two organizing roles for PIH Engage, PIH’s grassroots organizing network dedicated to building a movement for the right to health.
In the past year, PIH Engage volunteer leaders have successfully leveraged people power leading to the enactment of billions of dollars in federal COVID-19 relief and public and global health funds. (For a more detailed overview of PIH Engage’s recent work, see our Year In Review.) Still, additional staff leadership is needed to grow our capacity to meet the moment of enormous inequities in health, exacerbated by the COVID-19 pandemic.
These Senior Community Organizer and Grassroots Advocacy Coordinator roles will support the growth of local leadership necessary to succeed in annual, nationwide advocacy, community building, and fundraising campaigns advancing health equity and justice. Successful candidates will join a tight-knit and supportive advocacy team at PIH and also work closely with PIH Engage volunteer coaches and local team leaders.

Responsibilities for this faculty position include teaching graduate courses, advising and mentoring graduate students, serving on Program and University committees, participating in Program assessment activities, and ensuring that the Program continues to meet all external accreditation requirements. The MPH Program enrolls an average of 50 new students per year, with specialty tracks in Epidemiology and Health Management and Policy. Graduate Certificates are also offered. Students typically complete the MPH degree in two years by taking courses for five consecutive terms.
