Dr. Onur Baser is an Associate Professor of Health Economics at the Graduate School of Public Health at City University of New York, Adjunct Professor at the Department of Internal Medicine at the University of Michigan, Ann Arbor; a Research Scientist at John D Dingel VA Medical Center, Detroit, MI; and a Professor of Economics at MEF University, Istanbul, Turkey.
He is an Industry Advisory Board member at the New York Institute of Technology of The City University of New York, and Editor in Chief for the Journal of Health Economics and Outcomes Research. His previous positions include serving as Associate Professor of Surgery at the Columbia University, New York City, and Assistant Professor of Surgery at the University of Michigan. He worked as a Senior Economist at IBM Watson and was founder and principal of STATinMED Research until it was acquired in September 2018. Dr. Baser’s work in the field of propensity score matching was one of the first applications of econometric techniques in outcomes research to provide guidelines for choosing among different types of matching techniques. He created several trade marked algorithms: ProbChoice-selecting best propensity score method, the SIFRA-severity index for rheumatoid arthritis from claims data, CompQual, which profiles US hospitals according to their quality, NatWeight-weights for private insurance databases to make them nationally representative, SES-socioeconomic status score by Zipcode. He also created ADataViz, a visualization app to use on mobile devices for treatment choices. He has been the Principal Investigator for over $50M worth of projects sponsored by universities, Veteran Affairs, and the health care industry. He is a frequent speaker at international and national conferences and serves as a litigation expert on statistical issues. He has over 500 presentations and publications and contributed to several book chapters. His book on methods of estimation health care costs published in 2012. His publication on propensity score matching was selected as one of the Top 10 Most Read Value in Health articles. His co-authored work created a composite score used by the National Institute of Health to profile US hospitals. His co-authored work on quality measurement appeared in JAMA and was cited on several radio shows and in newspapers. Dr. Baser received a BA in Economics and an MS in Applied Econometrics from Middle East Technical University, Turkey, an MS in Statistics and MA and PhD in Economics from Michigan State University.
