Lili (Elodie) Warren

Lili (Elodie) Warren, MPH (she/her) is an Adjunct Lecturer at CUNY SPH who has taught PUBH 612 (Designing & Evaluating Public Health Interventions) and PUBH 610 (Public Health Management & Leadership) since Fall 2023.Lili received a BSc in Psychology and Neuroscience from McGill University in 2015, and a MPH from Columbia University in 2019, with a Certificate in Public Health Research Methods.
She has global and public health experience working for academic, non-profit, government, and multilateral organizations, including the United Nations Population Fund (UNFPA), the United Nations Educational, Scientific and Cultural Organization (UNESCO), and the New York City (NYC) Health Department. Her research, monitoring and evaluation, program, and policy work draws on quantitative and qualitative methodologies, interdisciplinary collaboration, and a commitment to improving health outcomes among historically marginalized populations and advocating for their human rights. Lili’s research and programmatic interests include substance use and homelessness, criminal justice, sexuality education, menstrual health, adolescent health and well-being, and girls’ education. Currently, Lili is Program Manager in the Bureau of Alcohol and Drug Use Prevention, Care and Treatment at the New York City (NYC) Health Department, where she leads a training and technical assistance initiative to expand the capacity of non-profit organizations serving people who use drugs and who are experiencing homelessness in NYC. Since 2020, Lili has been collaborating with Cezar Lopez (another CUNY SPH Adjunct Lecturer) on multiple fronts. Early on, they joined forces to develop a fellowship program for people with lived experience of the criminal legal system at the NYC Health Department. The Gamarra Fellowship for Emerging Public Health Leaders launched in January 2025. Cezar and Lili also had fun collaborating on a fireside chat series with public health leaders when they both taught sections of PUBH 610.
