POSITION: Healthy NYC Data Analyst (Remote)
ORGANIZATION: NYC DOHMH – Bureau of Epidemiology Services (BES)
Job description: In order to invite participants in the Healthy NYC panel to take surveys, the analyst will create tracking tables and distribution lists. These will be used to invite panelists to take surveys on specific days and via specific modes. The analyst will also prepare Health Opinion Poll topline reports and tables, as well as data dictionaries in various formats, using SAS. The analyst will in addition create data visualizations for Health Opinion Poll results using Tableau and SAS. The analyst will supervise interns to conduct cognitive testing of survey questions for Healthy NYC, and report the results to programs who need data from the surveys. The data analyst will prepare and analyze other datasets that Bureau of Epidemiology Services houses. The analyst will contribute to DOHMH efforts to promote health equity and racial justice.
Duties: You will, under the supervision of your supervisor and Bureau leadership:
- Contribute to preparing Healthy NYC survey tracking tables to invite panelists to take surveys
- Prepare and conduct quality control of Healthy NYC survey distribution lists to invite panelists to take surveys, and work with team members to create new approaches to creating distribution lists
- Process Health Opinion Poll topline reports, tables, and data dictionaries
- Set up automated data visualization processes and table-creation processes for Health Opinion Poll reports using Tableau and SAS.
- Supervise interns to conduct cognitive testing of potential survey questions for Healthy NYC surveys; lead the process of finalizing reports and discussing results with survey teams
- Support the preparation of surveys housed by the Bureau of Epidemiology Services
- Generate tables and other types of analyses that are requested by internal and external requesters from survey data housed by the Bureau of Epidemiology Services.
- Contribute to DOHMH efforts to promote health equity and racial justice by contributing to data analysis that will inform improved representativeness of DOHMH surveys.

This individual will work with the Director, Associate Director, and affiliates to support the overall mission of the Center. Job Description: Research Specialists provide critical contributions to EFI and EJM projects, including but not limited to authoring high-profile reports and thought leadership, presenting our work to key stakeholders, managing and conducting quantitative and qualitative analysis, and supporting the work of our communications staff. Research topics span a variety of clean energy technology pathways, policy and regulatory frameworks, and finance domains.
This research specialist will focus specifically on energy justice, environmental justice and just transitions. In particular, a successful candidate will have considerable research experience in at least one of these areas, and extensive experience working in close collaboration with community-based organizations. Though this person will ultimately work on several different projects, their primary assignment initially is to identify best practices for community engagement in hydrogen hub development. Any expertise in this area is strongly desirable.
Daily tasks can vary and are often project specific. The position will report to the Director of Research. The Employee, as Research Specialist, shall be responsible for:
- Conducting qualitative and quantitative research in matrixed project teams as well as independently.
- Writing reports and developing presentations associated with analytical products.
- Conducting various aspects of project development, execution, and completion for a subset of EFI and EJM Associates analytical projects.
- Serving as lead analyst and writer, with minimal support or oversight, on research projects and delegate when necessary.

The Overdose Response Strategy (ORS) is an initiative designed to enhance public health-public safety collaboration and strengthen efforts to reduce drug overdose deaths. The ORS is funded by CDC and the Office of National Drug Control Policy (ONDCP) to help communities reduce fatal and non-fatal drug overdose rates by improved information sharing across public health and public safety agencies, and by supporting evidence-based intervention.
As of July 2021, there are ORS Public Health Analyst (PHA) and Drug Intelligence Officer (DIO) positions in 50 states, Puerto Rico and the U.S. Virgin Islands. PHA positions are funded by CDC through the CDC Foundation and DIO positions are funded by ONDCP through the High Intensity Drug Trafficking Area (HIDTA) program. These state teams form the foundation of the ORS and work to promote overdose prevention and response efforts, and increase communication, data flow, and intelligence sharing between public safety and public health within and across ORS states.

The Development team includes FPHNYC’s Major Gifts, Institutional Philanthropy, Strategic Partnerships, and Communications functions. This position will focus on securing grant funding from foundation, corporate, and government sources.
The portfolio of programs of the Senior Development Associate will include DOHMH Maternal and Infant Health programmatic priorities.
RESPONSIBILITIES
- Manage a portfolio of funding priorities from the NYC Health Department: matching projects with appropriate funding opportunities and overseeing full proposal process, including collecting documents; writing and/or editing; managing the process and timeline; working on budgets; submitting proposals.
- Monitor grant opportunities announced by public and private sectors
- Support and participate in fundraising strategy development
- Research and maintain files on institutional funding prospects and prepare solicitation materials, briefings, and required materials for meetings with funders
- Mange relationships with key funders – pitching priority projects, following up on proposal submissions, and keeping informed of post-award outcomes
- Manage (solely and in coordination with other staff) multiple grant applications and other foundation, government and corporate funding solicitations, events, campaigns, and funder education and cultivation efforts
- Understand public health issues and translate to language for lay people

- Maintain our database in Salesforce to facilitate tracking, reporting and follow-up with funders and constituents

POSITION: SDOH Data Analyst (Remote)
ORGANIZATION: NYC DOHMH – Bureau of Epidemiology Services Surveys and Data Analysis Unit
Job description: The analyst will take the lead on creating analytic datasets from Social Determinants of Health survey data. The analyst will also assist in supporting the exciting new Healthy NYC survey panel. Healthy NYC is a panel of 9,000 probabilistically selected adult New Yorkers who participate in public health surveys throughout the year on a range of topics, including opinion surveys and surveys about specific dimensions of health. The analyst will facilitate the implementation of Healthy NYC surveys by creating tracking tables to manage which panelists are invited to take which surveys, and by preparing and checking lists of panelists invited to take surveys, as well as other panel management tasks. Finally, the data analyst will prepare and analyze other survey datasets that Bureau of Epidemiology Services collects and makes available so that the Bureau fulfills its important mission in making data available for public health decision-making.
Duties:
- The analyst will, under the supervision of their supervisor and Bureau leadership:
- Prepare Healthy NYC survey tracking tables to mange which panelists are invited to take which surveys
- Prepare Healthy NYC survey invitation lists to invite panelists to take surveys
- Process Social Determinants of Health Survey data to prepare them for analysis, including recoding variables, creating codebooks, and creating documentation about the datasets and results
- Support preparation processes of other surveys housed by the Bureau of Epidemiology Services, such as the Community Health Survey, NYC KIDS, the Youth Risk Behavior Survey, and the Health Opinion Poll.

POSITION OVERVIEW:
Reporting to the Director of Grants and Contracts, the Grants and Contracts Manager will lead the effective and efficient administration of a complex grants and contracts portfolio throughout the entire post-award life cycle, from planning, implementation, monitoring, sub-contract management, and close-out procedures. The Grants and Contracts Manager will provide expertise and leadership to post-award management requirements, ensuring compliance with all grant and contract regulations, policies, and procedures and those of FPHNYC. Additionally, the Grants and Contracts Manager will act as the vital relationship partner with DOHMH and funders and function as the administrative lead and high-level project manager on all post-award matters.

RESPONSIBILITIES:
- Proactively monitor and manage project progress in partnership with DOHMH to ensure project goals are met. Identify workflow, efficiency, and vendor management barriers and participate in issue resolution. Develop timely and sustainable remediation plans. Communicate necessary actions to all related parties. Share best practices with colleagues.
- Serve as a thought partner to DOHMH program partners, when necessary, and collaborate on developing program design, timelines, and efficient implementation strategies.
- Provide training and technical assistance to partners to build capacity.
- Review award notices to verify the accuracy of awards and obligated fund balances. Make recommendations to maintain fidelity to the award notice, including extensions and modifications.

- Assist program partners in understanding applicable funder regulations and policies; maintain a thorough understanding of all funder-specific requirements.

- Oversee and organize all project files according to established protocols, including maintaining files of the complete award and contract documents and submitting project deliverables (programmatic, financial, or audit related).
- Build and maintain strong relationships with internal and external partners and other stakeholders.
- Day-to-day tasks include but are not limited to:
- Contracting manage the lifecycle of sub-recipient, vendor, and other procurement agreements. Advise DOHMH on sub-contract scopes of work and facilitate the execution of sub-contracts; ensure vendor selection method, price justifications, and deliverables are clearly stated and in line with the project objectives. Review and approve contract payments, including verifying allocations and submitting appropriate supporting documentation. Manage competitive bids and RFPs as needed.
- Human Resources advise DOHMH and in-house HR on open positions and ensure that funder and contract requirements are met.
- Budgeting monitor expense reports and spending rates to ensure that full budget potential is achieved and allocations arent exceeded. Utilize budget analysis to address programmatic needs.
- Purchasing review all purchase and reimbursement requests for appropriateness and ensure that all vendors and purchases comply with established administrative and financial policies, procedures, and sound business practices.
- Reporting maintain individual grant portfolio calendar and establish timelines for DOHMH partner report submissions. Prepare and coordinate with in-house financial partners all submissions of financial reports to funding agencies. Ensure that all requests are accurate, timely, and compliant with funder and FPHNYC rules, regulations, documentation requirements, and processes.

POSITION: Epidemiologist/Health Scientist for Arboviral Studies

Dengue, Zika and other viruses transmitted by mosquitoes are serious health threats in the U.S. and globally. The public health response to the spread of these arboviruses throughout the tropics, where their mosquito vectors thrive, has been hampered by a lack of sustainable and effective interventions to prevent arboviral infections at the community level. Novel approaches to arbovirus control are starting to become available, but evidence of their impact on reducing infection incidence is limited. Dengue vaccines are also newly available and serve as an alternative for a sector of the population at risk.
The Dengue Branch Epidemiology Team has a history of innovative research and public health response with broad implications for prevention and control of these diseases within Puerto Rico, in the continental United States, and internationally. For example, the Team led vaccine evaluation efforts for the first dengue vaccine recommended for use in the United States and played a central role in the Zika response, implementing cohort studies to determine the duration of Zika virus RNA detection in different body fluids, conducting cohort studies to determine incidence at community levels, analyzing the risk of severe disease, and identifying effective surveillance strategies. The Dengue Branch provides a unique opportunity for interdisciplinary applied public health research in an endemic setting including studies of vectors, interventions, clinical management, and surveillance. Areas of active research include:
The Sentinel Enhanced Dengue Surveillance System (SEDSS) is a facility-based surveillance system for acute febrile illness designed to better understand the immune response to dengue, develop and evaluate diagnostic assays, and monitor trends in the leading causes of fever in Puerto Rico.
· The Communities Organized for the Prevention of Arboviruses (COPA) project is an established community-based research platform in southern Puerto Rico. The aims of this project include: 1) to annually assess arboviral infection incidence and prevalence and 2) evaluate the impact of a novel vector control strategy to reduce infections with arboviruses.
· Models to elucidate the relationship between surveillance data, spatiotemporal trends, incidence of infection, incidence of severe disease, and epidemic risk.
Specific Duties
- · Participate in the design, planning, and implementation of original research.
- · Assist in research projects by providing support to field staff or conducting field activities when necessary.
- · From a data analytics and public health reporting perspective, assist with bioinformatics analyses, including code development for the collection and dissemination of biological data and data analysis as well as database management.
