POSITION: Program Officer

ORGANIZATION: The New York Community Trust

The Trust seeks a Program Officer to manage its grantmaking in community development, housing and homelessness, and human services (including hunger, food, and public benefits). This Program Officer has primary responsibility for projects and grants to build and sustain strong communities; create economic opportunities for residents of low-income neighborhoods; alleviate hunger, homelessness, and poverty in New York City; and help individuals reliant on public benefit systems move to stability and independence. 

The Program Officer is responsible for reviewing proposals for funding, initiating projects to advance the mission of The Trust and donors’ wishes, and exploring new areas for Trust involvement. The Program Officer will need the skills and knowledge to identify strategic opportunities for short-and long-term grant investments and exercise discretion and independent judgement accordingly.

Specific responsibilities include, but are not limited to:

  • maintain expertise on current and emerging issues and policy in the community development, housing, homeless, food, and public benefit systems in New York City and State; 
  • collaborate with Trust staff, outside experts, and a network of professional contacts to develop strategies for grantmaking and initiate special projects;
  • analyze and evaluate grant requests, including observing nonprofit programs and activities;
  • prepare numerous, succinct written grant recommendations for board meetings five times each year and throughout the year for grants that do not require board approval; 
  • monitor and track ongoing grants and initiatives, including evaluation and reporting internally and to the board;
  • represent The Trust at sector workshops, public events, and in publications, as appropriate;
  • work collaboratively with the donor, philanthropic initiatives, communications, and other departments within The Trust as well as its Westchester and Long Island affiliates.

Required Education & Experience

  • At least 6 years of relevant full-time professional experience in the nonprofit, public, or private sectors and an advanced degree OR 10 years of relevant full-time professional experience and a bachelor’s degree.
  • Robust work experience preferred in a direct service and/or policy environment focusing on community development, housing/homelessness, and/or public benefit systems.
  • Substantive knowledge of issues affecting New York City community development and housing systems and strong understanding of how low-income people access and use public benefit programs. People with relevant life experience are encouraged to apply.

POSITION: Research Project Associate, Data Operation

POSITION: Director, Family Wellness Suites, Bureaus of Neighborhood Health

POSITION OVERVIEW: Reporting to the Senior Director of Maternal and Child Health working collaboratively with the Assistant Commissioners of the Bureaus of Neighborhood Health, the Director of Women’s Health and Family Wellness will provide programmatic oversight for the 3 Family Wellness Suites (Bronx, Brooklyn and Harlem), and identify opportunities for expansion.

The ideal candidate must synergize programmatic best practices of the Family Wellness Suites, while balancing intrinsic neighborhood differences that influence maternal and infant health outcomes in Bureau of Neighborhood Health catchment areas. Strategizing with Family Wellness Suite Coordinators (Bronx, Brooklyn, and Harlem), the Director of Women’s Health and Family Wellness must develop, implement and operationalize new programs to meet the needs of birthing persons during pre/inter-conception, pregnancy and postpartum periods. Partnering with intra-agency Divisions, and Bureaus is a must to address maternal and infant health inequities among women and birthing persons. The Director of Women’s Health and Family Wellness will be based in the Bureau of Brooklyn Neighborhood Health but required to routinely visit each Family Wellness Suite across the city of New York.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
– Lead the advancement of the Family Wellness Suite model, with the goal of establishing clear strategic direction, operational excellence, and a high performing team culture.
– Oversee the development of a comprehensive health education portfolio for the Family Wellness Suites while incorporating the goals of CHECW’s birth equity strategy.
– Annually develop goals in alignment with CHECW’s birth equity strategies.
– Participate in the development and implementation of Family Wellness Suite research and evaluation strategy, with the aim of contributing to the evidence-base; Lead and sustain development of a comprehensive partner engagement strategy targeting community-based organizations and clinical partners that provide maternal and infant health services.
– Develop and expand capacity-building opportunities for BNH staff and neighborhood stakeholders to support preconception, pregnant, and parenting clients through the identification and/or facilitation of education sessions/workshops, including the adoption of breastfeeding/lactation-friendly policies and practices.
– Negotiates contracts for maternal and infant health program services; develop program priorities; analyze information for major contracts; conduct performance monitoring for major contracts in conjunction with Family Wellness Suite Coordinators; Coordinate annual fiscal year budget development process for Family Wellness Suites.

The Chief Equity and Strategy Officer (CESO) will report to the Commissioner of Health and serve as a member of Executive Leadership Team. The CESO will ensure the organization executes on its vision to ensure all New Yorkers can realize their full health potential, regardless of who they are, where they are from, or where they live, working both internally and externally with a host of stakeholders and partners. Specifically, the CESO will be responsible for leading implementation of a recently completed strategic plan which includes focus on a number of topical areas, as well as structural and process changes across the agency, embedding equity in all agency programming and operations. • Oversee and lead in implementing the agency’s current strategic plan with responsibility for transforming agency practices and efforts by serving as a resource to provide new processes, technical assistance, training, tools, schedules, and templates to support new teams, offices/office functions, and developing yearly strategic goals to increase equity across the Health Department policies, and programs.
• Establish an office that would integrate strategic planning, health equity and data-driven accountability processes across the agency.  Ensure rigorous implementation of the strategic plan, providing visibility into the process in partnership with agency leadership.

• Manage and strengthen relationships with external partners and stakeholders and build strong and resilient partnerships with allied organizations, experts, and policymakers.
• Develop key partnerships and strategic alliances with community leaders to leverage existing resources and advance resources equitably to support the communities most impacted by inequities across the social determinants of health.
• Develop and maintain knowledge base on current emerging social trends, community concerns, and political and service delivery issues in the communities we serve.

POSITION: Program Evaluator

The Research and Evaluation Unit is seeking a Program Evaluator to provide data analysis and evaluation, with a focus on an ongoing hypertension initiative, Take the Pressure Off, NYC! (TPO, NYC!).

The Program Evaluator will report to the Director for the Research and Evaluation Unit and join a team of 6-8 people.  Hypertension is one of the leading contributors to death and a key driver of health inequities. TPO, NYC, fosters collaborations across the work of various stakeholder groups engaged in clinical, community or population approaches to reducing hypertension. TPO, NYC! launched in early 2017 and currently includes more than 100 coalition members, with great potential for broad scale and meaningful population health impact. It has an evolving focus on areas of the city that are most impacted by hypertension and premature death from cardiovascular disease.

Under the direction of the Director of Research and Evaluation, the Program Evaluator will ensure that the hypertension program’s work is grounded in current data showing patterns of hypertension in NYC, and maintains ongoing, meaningful evaluation for both processes and outcomes. The Program Evaluator will also contribute to other work within the Research and Evaluation Unit, including consultations with other program units, as capacity permits.

Key responsibilities include:
• Contribute to equity-focused program planning and processes as a member of the TPO, NYC! team.
• In collaboration with other team members, design evaluation plans for program efforts and oversee the actualization of those plans.
• Conduct quantitative and qualitative data analysis and research in support of TPO, NYC! goals, using data from surveys, administrative datasets, geographic and demographic information, stakeholder input, and other sources.
• Develop data presentations, dashboards, reports, and maps, for audiences including health department colleagues, coalition members, and other stakeholders.

POSITION: Food Planning and Programming Specialist

The Center for Health Equity & Community Wellness (CHECW) uses a racial and social justice approach to eliminate health inequities for those who are most marginalized in New York City and to reduce overall premature mortality from the leading causes of preventable death with the vision that every New Yorker will live in a thriving neighborhood with equitable access to resources that help support healthy individuals and communities.  This Division unifies and strengthens the Department’s lines of work directed at eliminating racial inequities for preventable health conditions, which are rooted in historical and contemporary injustices and discrimination, including racism. 

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
– In coordination with Groceries to Go programmatic team within the Bureau of Chronic Disease Prevention, lead and implement engagement strategy for supporting newly registered Groceries to Go participants within specific zip codes, and who have not yet used their accounts to order groceries; provide technical assistance and active problem solving for community participants and liaise with central and vendor teams; provide other engagement and communication activities as specified by management. Neighborhood work will reside in specific zip codes as specified by neighborhood leads.
– Use NYC data identifying clusters of chronic disease, and feedback from Community Health Workers to develop strategies to improve access to healthy food.
– Analyze data on the use of WIC, SNAP, Health Bucks and other supplemental nutrition programs, and identify geographic areas and population groups where these programs are being underutilized and develop strategies to ensure New Yorkers have access to the nutritional supplement program that they are entitled to receive.
– Review literature of other health departments to develop recommendations on policies and programs that are necessary to eliminate inequitable food-related disease within NYC TRIE neighborhoods.
– Support development and management of overall strategic plan for food justice work within the bureau to support division and bureau goals.
– Track Groceries to Go engagement activities in customer service database and manage food programmatic data, including accurately maintaining data and completing programmatic workflow; updating data, creating and maintaining data reports and visualizations, and responding to data requests.
– Engage with targeted organizations to support and promote bureau food programs and activities, including ongoing relationship management.
– Work to establish a process to refer people with chronic diseases to supportive self-management programs provided by health care providers and CBOs.

POSITION: Bi-lingual Customer Service Representative, Groceries to Go

Position Overview

Bilingual Customer Service Representatives fluent in English and Spanish will answer incoming calls to the Groceries to Go customer service line and make outgoing outreach calls to New Yorkers that are referred to the program. POSITION: Program Manager

In this role, the successful candidate is responsible for management and oversight of FACES program initiatives, patient and family programs and services in conjunction with the FACES Executive Director.

    • Works with Executive Director in recruiting, hiring, training, completing employee performance reviews, and supervises project coordinator and volunteers for the program and ensures all office policies and procedures are being implemented. POSITION: Data Analyst

The New York City Health Department works every day to protect and promote the health of more than 8.5 million diverse New Yorkers. This includes centering health equity and racial justice in all the work the Agency does.

To support this mission, the Bureau of Epidemiology Services (BES) conducts systematic data collection and monitoring, rigorous analysis, and effective data communication. BES seeks to provide accurate and timely public health data to inform decision-making, to optimize data use, and to ensure accurate analysis of health data.

The Bureau is responsible for developing, collecting and facilitating the use of population-based surveillance survey data and other data sources; and providing support to DOHMH in study design, questionnaire development, and survey weighting.

The Bureau of Epidemiology Services Surveys and Data Analysis Unit is responsible for providing rapid response to data requests from other Bureaus, the Commissioner of Health, and external users to help shape programs and policies around the city.

The Data Analyst will work under the supervision of a Data Manager and will be part of a team of data analysts that supervises the processing and analysis of data, advises on agency-wide data use agreements and evaluation of data use proposals, and responds to data requests. The team also supports the data needs of the Healthy NYC survey panel.
 

The Data Analyst will:
– Collaborate with program staff and IT to develop and refine data collection instruments and improve data systems and processes.
– Process, clean, and prepare data for analysis and reporting; document data management procedures (e.g., data dictionaries, business rules); monitor data quality, identify issues, and work with program staff to resolve.
– Collaborate with IT staff and vendor to develop, enhance, and implement updates in new and existing data systems.
– Work with programs in developing data system projects from defining requirements with stakeholders to working with IT and vendor to build features, guiding user acceptance testing of said features and training of users in optimal use of new features.
– Serve as the Bureau lead in testing and driving the rollout of new versions of the Maven system.

– Assist in identifying potential system risks, troubleshoot technical issues, and work with IT and developer to facilitate timely and accurate ameliorations.
