Hunter College invites applications for a Director of Environmental Health & Safety. In addition to general duties, the Director of Environmental Health & Safety will report to the Vice President for Administration to perform the following duties:
- Directs and oversees environmental health and safety programs to maintain compliance with occupational, laboratory, environmental, and other safety standards issued by agencies having regulatory jurisdiction over the campus.
- Develops, implements, and manages policies, procedures, guidelines, and training to ensure activities are conducted safely and in compliance with regulatory requirements.
- Maintains compliance with all OSHA, EPA, NFPA, NRC and New York State and City regulatory agency guidelines.
- Oversees and manages all required facility inspections, program audits, and other environmental health and safety‑related inspections by regulatory agencies having jurisdiction (NYCDEP, NYSDEC, FDNY, CUNY EHS, etc.).
- Ensures all required reporting is submitted to maintain compliance.
- Oversees management of the FDNY Lab Inspection Program including processing safety correction notices, communication with pertinent parties to resolve issues, and documentation of corrections.
- Establishes environmental health and safety protocols to minimize risks.
- Directs and oversees, leading where necessary, chemical hygiene, radiation safety, biosafety, hazardous material safety, occupational health and safety and management programs including development of policies, procedures, guidelines, and training to ensure activities are conducted safely and in compliance with regulatory requirements.
- Ensures overall compliance with all hazardous waste (chemical, biological and radioactive) handling requirements including sampling and disposal regulations. Ensures proper response to hazardous material releases.
- Develops and manages appropriate training programs and communications for faculty, staff, and students.
- Directly oversees and is responsible to provide, leading where necessary, safety inspections and risk analysis services for all campus facilities and grounds. To include identification of safety hazards, risk/loss exposure, and abatement/mitigation strategies.
- Oversees procurement and/or production of all documents, training manuals, brochures, posters, etc., required for environmental health and safety programs.
- Directly responsible for the management of assigned budgets and resources to ensure accurate monitoring, tracking, analysis, and forecasting are conducted to ensure successful performance.
- Directly responsible for personnel management and administration including hiring, retention, performance, corrective and/or disciplinary action, and resolution of issues while working closely with the VP of Administration and Hunter College Human Resources.
- Responds to environmental health and safety complaints.
- Maintains records of, and reports, required information related to environmental health and safety matters.
- Attends weekly Vice President for Administration leadership team meetings.
- Attends weekly Environmental Health and Safety Officer (EHSO) meetings held by the CUNY central office.
- Serves as the primary liaison with regulatory agencies having jurisdiction as related to environmental health and safety requirements.
- Assists with efforts to respond to campus emergencies as related to the assigned area of responsibility including active participation in CUNY EHS and serving in key positions of leadership within the campus structure.
- On‑call for meetings as needed or by appointment with the VP Administration.
- Leads EHS team meetings.
Qualifications:
- Bachelor’s Degree and eight years’ related experience is required. An advanced degree in environmental science, risk management, industrial hygiene, chemistry, or related engineering, public or business management discipline is preferred.
- Thorough knowledge all city state and federal regulations as they relate to academic institutions.
- Demonstrated experience developing and implementing a strong customer service approach to work efforts while motivating staff in a challenging environment.
- Demonstrated knowledge of personnel management including interacting effectively with many levels of personnel, providing sound analysis and guidance to supervisory staff, performance management, dispute resolution, and team development.
- Ability to analyze and interpret technical documents or regulations and then determine applicability and steps associated with achieving compliance.
- Ability to effectively organize and present information, data, ideas, and concepts in written or presentation format.

Duties Description: The Program Manager (Cannabis) will oversee all components of the Department’s role in the implementation of the legislation as outlined in statute. Preferred Qualifications: At least five years of work experience in one or more of the following: healthcare for people who use drugs, cannabis policy development, opioid use disorders, harm reduction, medication for addiction treatment, public health program management, evaluation of policies and interventions relating to drug user health. NYCDOHMH’s BHHS oversees the City’s response to viral hepatitis, HIV, and
sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives, prevention, care, and treatment programming, epidemiology and surveillance, research and evaluation, training and technical assistance, community engagement, social marketing, policy advocacy, and racial equity and social justice initiatives.
BHHS’s HIV Care and Treatment Program (CTP) is the recipient of federal grants for HRSA’s Ryan White HIV/AIDS Program (RWHAP) Part A and HUD’s Housing Opportunities for Persons Living with HIV/AIDS (HOPWA).
The CTP team is comprised of five units: 1) Grants Management, 2) Program Planning, 3) Quality Management and Program Implementation, 4) Research and Evaluation, and 5) Housing Services Unit.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Conduct literature reviews and summarize findings to help inform the provision of evidence-based models for the HOPWA program.
- Review and synthesize HIV care and treatment research and programmatic information to assist in program modification, development, implementation, and evaluation.
- Serve as a lead for HOPWA program planning, including, but not limited to, managing the development of Request of Proposals (RFPs) and procurement of services/award contracts.
- Ensure principles and frameworks of health equity and implementation science, are integrated in program design.
- Collaborate with research and evaluation staff to obtain pertinent data to help inform planning process, including needs assessment, service gap analysis, cost analyses, and priority setting and resource allocation for HOPWA programs.
- Participate in the development to plan, implement, monitor annual goals and activities for the Housing Services Unit.
- In collaboration with the Racial Equity and Social Justice Initiatives Program and the CTP HOPWA program staff, guide the development of formal metrics for the HOPWA Equity Initiative health equity framework including evaluating equity-centered interventions for housing services.
- Work in conjunction with the Manager of Equity & Strategic Planning CTP to inform the development of a health equity framework, principles, and tools to address disparities among people with HIV accessing housing services due to structural and systemic racism, and other forms of oppression.
- Under the direction of the HOPWA program Manager, lead the HOPWA Equity Initiative requirement from HUD for the New York jurisdiction including project implementation and evaluation.
- Work in conjunction with the HOPWA Program Analyst team to inform the implementation, monitoring, and evaluation of the HOPWA Equity Initiative across the HOPWA sub grantee portfolio.
- Provide expertise and data to co-create tools and resources that promote equity in HOPWA programs.
- Disseminate results of developed resources and tools aiming to replicate implementation and evaluation of HOPWA Equity Initiative project as a best practice for other HOPWA Eligible Metropolitan Statistical Areas (EMSAs).
- Submit abstracts to national and local conferences and manuscripts to peer review journals, as appropriate.
Preferred Skills
- Knowledge of housing policy with specific knowledge of the HOPWA program, including HUD reporting requirements.
- Experience with populations most affected by HIV and housing services, and how structural oppression affects HIV outcomes.

- Provide proactive leadership of the University’s Respiratory Protection Program, including maintaining the Respiratory Protection Plan and communicating information to the University community related to respirator use in the workplace.
- Direct and perform, as needed, chemical and non-chemical exposure assessments/monitoring of various laboratory and non-laboratory activities and assist in making appropriate recommendations for exposure minimization (e.g., product substitution, engineering controls, administrative controls, personal protective equipment, etc.) and perform follow-up to ensure recommendations have been implemented and are effective.
- Assist in developing, revising and implementing improvements in the Occupational Safety Program, including: policies, procedures, plans, guidelines, reports, webpage content, newsletter articles, posters, brochures, bulletins and customized trainings reflecting regulatory requirements and best management practices.
- Manage Occupational Safety inspection readiness programs for assigned laboratories and research facilities, including AAALAC, CLEP and other accreditation programs.
- Oversee the program for the inventorying, management and maintenance of University industrial hygiene equipment, including scheduling and training of applicable staff in proper use.
- Develop professional contacts at peer institutions with staff performing similar activities. Assist with vendor-based hazardous waste activities, as needed, by ensuring transfer, storage and disposal of laboratory wastes comply with University policies and government regulations.
- Respond and participate in emergency responses in laboratories and administrative buildings (hazardous materials, indoor air quality, water intrusion and mold assessments) both during and outside standard business hours. Assist in proactively communicating ongoing status, resolution and detailed reports to all affected parties.
- Lead and/or actively participate in EH&S’s Incident Management Working Group.
- Perform accident/incident investigations across all University operations, conduct root cause analysis, propose and lead corrective actions implementation effort for accident prevention.
- Evaluate and follow-up reported work-related injuries and illness and collaborate with Workers’ Compensation Case programs.
- Coordinate with EH&S departmental program teams, College of Dental Medicine, Vagelos College of Physicians & Surgeons, School of Nursing, Institute of Comparative Medicine, Facilities Compliance, Capital Project Management and Manhattanville Development Group, Human Resources, and Workforce Health & Safety where activities of the departments affect operations of the Occupational Safety Programs.
- Develop, and provide as needed, training on various topics, including: Right-to-Know/Hazard Communication, laser safety, ergonomics, shop/equipment safety, hydrofluoric acid, nitrous oxide, formaldehyde, and other OSHA regulated substances, etc.
- Consult with Facilities Compliance Teams, as needed, on safety issues, including Fall Protection, Confined Space, Lock Out/Tag Out, Hearing Conservation, and Respiratory Protection.
- Perform other duties as may be assigned.
Minimum Qualifications: Bachelor’s degree or equivalent and a minimum of 3 years of experience (scientific discipline such as Chemistry, Biology, or Environmental Sciences). POSITION: Health Equity and Social Justice Program Analyst

An exciting opportunity to provide health equity subject matter expertise and project management to inform and support the development and implementation of our health equity related projects, including the COVID-19 Health Equity project and other efforts.
This position is embedded within NACCHO’s Public Health Infrastructure and Systems (PHIS) team and will support NACCHO’s health equity and social justice work by providing health equity subject matter expertise and programmatic support across projects. Ideal candidates will have experience in and be a passionate advocate of health focused on racial equity and social justice and will be able to think creatively and boldly about how to drive organizational and community-level public health systems change.
Candidates with demonstrated interest, growth and experience in applying principles of health equity and social justice, as well as in coalition building and partnership development are of interest. They will have a firm understanding of public health, including the drivers of inequity and social injustice, and have strong presentation, writing, and facilitation skills. They will report to a Senior Program Analyst and work collaboratively with NACCHO’s staff, local health department members, national partners, and funders to build local capacity and help leverage opportunities that address barriers to health equity through institutional and policy change, programmatic operations and protocols, community outreach and engagement, and data and research. They will provide support to project activities and objectives; communicate with internal and external partners as related to programmatic and project goals; and provide subject matter expertise and technical support on health equity-related efforts.
EDUCATION/EXPERIENCE/SKILLS
- Bachelor’s degree in relevant professional field with a minimum of 2-5 years of relevant experience and/or advanced technical training; or equivalent combination of education and experience, including a relevant certification. Preferred education and experience include masters and/or a professional degree in a relevant field.
- Work experience in systems change, with Black, Indigenous, and people of color (BIPOC) communities or other historically marginalized communities, in or with government entities, especially local health departments, facilitating meetings, and working with multi-disciplinary, multi-cultural, and multi-sectoral partnerships. This may include relevant experience through personal, family, or other lived experience dealing with inequitable economic, social, health and educational systems and environments or through a combination of education and experience.
