The Bureau of Chronic Disease Prevention (BCDP) strives to reduce the burden of chronic disease, including heart disease, obesity, and cancer, among New Yorkers. We work to address the impact of structural racism and other injustices that are a root cause of the inequitable prevalence, treatment, and outcomes of chronic diseases in communities of color and among other marginalized communities. BCDP focuses on nutrition, tobacco use, the built environment, screening for cancer, and reducing the incidence and impact of hypertension. BCDP works with partners in government and the community to employ evidence-based policies, programs, communications, and research aimed at shifting environments, changing systems and promoting health equity. The Bureau sits within the Center for Health Equity and Community Wellness.
The Research and Evaluation Unit is seeking a Program Evaluator to provide data analysis and evaluation, with a focus on an ongoing hypertension initiative, Take the Pressure Off, NYC! (TPO, NYC!). The Program Evaluator will report to the Director for the Research and Evaluation Unit and join a team of 6-8 people. Hypertension is one of the leading contributors to death and a key driver of health inequities. TPO, NYC, fosters collaborations across the work of various stakeholder groups engaged in clinical, community or population approaches to reducing hypertension. TPO, NYC! launched in early 2017 and currently includes more than 100 coalition members, with great potential for broad scale and meaningful population health impact. It has an evolving focus on areas of the city that are most impacted by hypertension and premature death from cardiovascular disease.
Under the direction of the Director of Research and Evaluation, the Program Evaluator will ensure that the hypertension program’s work is grounded in current data showing patterns of hypertension in NYC, and maintains ongoing, meaningful evaluation for both processes and outcomes. The Program Evaluator will also contribute to other work within the Research and Evaluation Unit, including consultations with other program units, as capacity permits.
Key responsibilities include:
- Contribute to equity-focused program planning and processes as a member of the TPO, NYC! team.
- In collaboration with other team members, design evaluation plans for program efforts and oversee the actualization of those plans.
- Conduct quantitative and qualitative data analysis and research in support of TPO, NYC! goals, using data from surveys, administrative datasets, geographic and demographic information, stakeholder input, and other sources.
- Develop data presentations, dashboards, reports, and maps, for audiences including health department colleagues, coalition members, and other stakeholders.
- Provide technical assistance to coalition members who are developing their own programs, so that they can build in evaluation and a plan to share results.
- Interpret and summarize health research literature in support of program planning and evaluation.
- Understand and maintain knowledge of the landscape of HTN prevalence, management, impact, and prevention in NYC, including influences such as healthcare policy, insurance coverage and availability of resources; assist with creation of related documents and proposals as needed
Preferred Skills
- Master’s degree in public health or related field with demonstrated knowledge of biostatistics, epidemiology, applied statistics, program evaluation.
- Strong analytical, organizational, writing and communication skills. Ability to present scientific and statistical information in a way that people from diverse educational backgrounds can understand and use, and to tailor communications to specific audiences.
- Familiarity with peer reviewed literature on chronic disease prevention, health equity and strategies to eliminate racial inequities in health outcomes.
- Lived experience or experience working with marginalized communities in NYC that historically have had high rates of poverty and limited access to resources.
- Solid working knowledge of SAS, SUDAAN and R, as well as Excel and other MS Office software. Qualitative software experience also desired.
- Firm grasp of public health and health or social services evaluation.
- Keen attention to detail.
- Profound appreciation for and commitment to the quality of data and services.
- Ability to read and interpret medical literature.
- Ability to work effectively with a wide range of people including scientists, planners, clinicians, administrators, community leaders, and others within the NYC DOHMH and at external partner organizations

POSITION: Summer Intern – Office of Sustainability

The Office of Sustainability (OS) is looking for an intern to join their team! Specific responsibilities will depend on interns’ interest and the team’s priorities. Sample project areas include:
- Renewable Energy Procurement: OS is actively evaluating multiple options for increasing the renewable energy composition of its electricity consumption. The intern will assist with efforts such as evaluating opportunities for green energy procurement, such as power purchase agreement, evaluation of PA policy towards renewable energy credits, and synthesis of green energy market data.
- Vehicle Electrification: OS is working on several efforts to convert diesel and gasoline-powered vehicles and equipment to electric, and to provide charging stations to assist in this transition. The intern will assist with specific projects in partnership with other internal and external stakeholders including but not limited to: research on electric vehicles and innovative charging infrastructure technology, organization of processes and data related to current charging infrastructure usage, support with implementation of a workplace charging pilot program, and research opportunities and application development for electrification-related grants.
- ACA reporting: Airport Carbon Accreditation (ACA) is a global carbon management certification program for airports that independently assesses and recognizes airports for managing and reducing their carbon emissions through 6 levels of certification. All five Port Authority airports are currently certified at level 3 (Optimization). The intern will support the annual certification process by gathering relevant climate related data, providing critical review, and coordinating with internal stakeholders.
- Climate Week Event Organization: Each year in September, the Port Authority participates in Climate Week NYC by hosting topical events around sustainability and convening experts to raise the ambition locally and globally when it comes to environmental initiatives. Past topics included sustainable aviation fuel and electric aircraft, and clean construction. The intern would assist with researching the event topic, coordinating with internal and external stakeholders, setting the agenda, and facilitating preliminary logistics.
- Energy Use Benchmarking: The Port Authority is committed to reducing energy use from buildings on our property. To address this strategically a prerequisite would be to analyze the energy usage and benchmark against local standards and high-performing buildings. The intern would assist with data analysis towards this end.
- Sustainable Aviation Fuel: OS is working with PA-Aviation and a number of external stakeholders on efforts to advance the availability of sustainable aviation fuel in the NY/NJ region and create awareness amongst the general public. The intern may assist with efforts such as coordination of demonstration projects, follow-up research needs identified from a supply and infrastructure study currently underway, and an associated public awareness campaign.
- Airplane Auxiliary Power Unit Usage: Conduct surveys at the Port Authority airports on the usage of airplane auxiliary engines (that provide power to the aircraft while on the ground) usage. Projects would include evaluating emissions and air quality impact, research potential technology solutions for monitoring usage, and exploring potential solutions for limiting the use of these auxiliary engines.
- Zero Waste: Work on the Port Authority’s recently initiated Zero Waste program, which aims to reduce overall waste generation at Port Authority facilities, and find opportunities to divert waste toward sustainable end uses such as reuse, repurpose, donation, recycling, composting, anerobic digestion, etc. Projects may include developing an awards program and researching emerging waste management technologies.
About the Office of Sustainability: The Office of Sustainability (OS) is the department that leads Agency sustainability policy, target-setting, reporting, and project/program development and implementation. The Port Authority was the first US transportation agency to align with the Paris Climate Agreement in 2018, and to adopt a 50 percent by 2030 and net-zero greenhouse gas reduction target by 2050 to align with goals of the U.S. federal government.

CONSULTANCY OVERVIEW We are seeking two talented systems-thinkers with significant environmental and climate justice knowledge, passion about the civil and human rights, and commitment to advancing Black Liberation. The ideal candidate is a stellar interpersonal communicator, who can look at a project and support in moving forward different parts of the project at different times. Furthermore, the Popular Education Consultant will support the Popular Education Manager in producing training curriculum and educational materials to ensure that we deliver our content in the most effective, consumer-friendly manner possible.
- ROLES & RESPONSIBILITIES
- • Support the development of curriculum-based content grounded in Black Liberation and Just Transition frameworks, for all modules across 16 environmental and climate justice certification programs.
- • Secure a minimum of 100 speakers relying upon their pre-established network of contacts within the movement(s) for environmental justice, climate justice, and Black
- Liberation, to supplement referrals provided by the Popular Education Manager, to serve as presenters for training modules across 16 environmental and climate justice certification programs.
- • Research multiple websites and organizations for a minimum of 10 videos that will be used along with speaker videos for each of the 16 certification programs
- • Review speaker presentations and resources and ensure that videos align with learning objectives of each submodule.

- • Upload and organize video content on the Tovuti LMS platform which includes developing knowledge assessments, reviewing generated captions to ensure accessibility for participants, and creating discussion groups for all certification modules.

POSITION: AJPH Student Think Tank Fellows (volunteer)

This prestigious fellowship allows six students from around the United States to advise the AJPH Editor-in-Chief, Dr. Alfredo Morabia, and interact with production staff for one year.
