POSITION: Deputy Director, Sexual and Reproductive Health
ORGANIZATION: Public Health Solutions
The Deputy Director is primarily responsible for the administration of PHS’s Title X family planning program, will serve as the Title X Project Director, and will additionally assists the Senior Director with developing strategic direction and goals for the Sexual and Reproductive Health Unit (SRHU) and with the planning, oversight and implementation of other Unit projects, including assisting the Senior Director in coordinating with PHS’s fiscal unit in managing grant finances. The SRH unit also comprises the SRH-Capacity Building Program and the SRH Centers. The SRH-Capacity Building Program currently operates a three year research grant from the HHS Office of Population Affairs to increase linkages between SRH and Substance Use providers; the Deputy Director will provide support to this project in its third year as the unit also ramps up to return to the Title X program during fall 2021 when a competitive funding announcement is forecast. The SRH-CBP also receives funding through the City Council to provide quality improvement coaching, training and TA to providers in NYC around contraceptive care. Additionally, PHS operates two Article 28-licensed facilities that provide the full spectrum of comprehensive sexual and reproductive health services to women, men and adolescents.
In addition to administering PHS’s Title X program, including monitoring progress toward meeting stated goals, expenditure of grant funds and making adjustments to project activities driven by performance and data factors, the Deputy Director may play a supportive role with other existing sexual and reproductive health grant funded programs. Additionally the Deputy Director may coordinate and directly perform activities of special projects, assists in the development and mounting of funding proposals and new sexual and reproductive health programs, acts as liaison with project funders, prepares funding applications and proposals, including budgets, coordinates public policy responses as appropriate, and may serve on committees related to sexual and reproductive health and to support Public Health Solutions community collaborations on relevant topics.
The Deputy Director reports to the Senior Director, and directly supervises one Senior Program Manager, consultants and interns (when available) and may possibly supervise other staff in the near future. The Deputy Director will also matrix manage the Training Manager and SRH Program Manager in collaboration with the Assistant Director, SRH-Capacity Building Program, who also supervises a Quality Improvement Specialist.

Program Description:
DOHMH’s Office of Emergency Preparedness and Response (OEPR)was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR coordinates agency-wide emergency preparedness planning, exercises and training, evaluation of incident response, exercise performance and coordinating with community stakeholders, city, state & federal partners on public health emergency planning and response. OEPR’s work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. Position
The mHealth Program Manager will assist Sentient Research staff in developing and evaluating an innovative, holistic app and website to support young Black gay/bisexual men living with HIV in all areas of life. This national-level program is being designed to: improve HIV care outcomes by providing a range of content and tools and facilitating support with care providers; improve other areas of physical health, mental health, social support, and overall well-being; and reduce the impact of HIV-related stigma.
Duties will include working in close collaboration with young Black gay/bisexual men and service providers across the country, conducting human-centered design research activities with these audiences, developing engaging content (e.g., facilitating video production, writing articles), and assisting with managing the technology aspects of the program.* Most of the program development will occur in the first year of the project, and a small randomized controlled trial will occur in the second year to evaluate program impact. Training in human-centered design will be provided as needed.

SCOPE OF WORK
The Health Scientist I will conduct evaluation, and applied research and translation projects that support DHDSP objectives. Applied research may include literature review and synthesis and designing and conducting quantitative and qualitative studies.
MAJOR DUTIES AND RESPONSIBILITIES
- Identify the science base that underlies DHDSP strategies by conducting evidence reviews.
- Support the work of DHDSP by planning and acting as meeting facilitator for CDC planning sessions, partner meetings, CDC leadership meetings, and leadership briefings. Meeting facilitation will include preparing a meeting summary that documents attendees, decisions made, and tasks assigned to participants. Determining the need for BISM meeting approval will be the sole responsible of CDC.
- Identify best and promising practices through partner interviews, data collection, and literature reviews. Develop dissemination products such as one-page overviews, 2-3-page reports or 8-10-page guidance documents and disseminate findings to partners. The specific products and dissemination strategy will be determined by the COR depending on the topic, key audience, and information available. All data collection activities will be conducted within Office of Management and Budget (OMB) Paperwork Reduction Act (PRA) requirements. OMB submissions, if required, will be completed by CDC, and approved prior to any data collection activities.
- Support components of high visibility projects that support the work of AREB and/or DHDSP initiatives. This may include, but is not limited to, developing presentations and/or coordinating speakers for key DHDSP meetings, developing website text that describes DHDSP initiatives and writing success stories, etc.
- Analyze qualitative and quantitative data and synthesize results.
- Provide evaluation technical assistance to CDC partners.
- Develop guides, manuals or technical reports for partners and public health practitioners that translate the known science to facilitate the adoption of identified strategies.
- Present project updates or summaries at CDC briefings, or presentations to CDC staff.
MINIMUM QUALIFICATIONS
Education and Experience:
- Master of Public Health (MPH) degree.
Required:
- At least 1 year of experience in the public health field.
- Knowledge and experience in the field of research and evaluation.
Desirable:
- Additional specific experience related to heart disease and stroke prevention, or management of chronic conditions is preferred.
- Experience with CDC’s Program Evaluation Framework is preferred.
- Experience with literature reviews, OMB PRA, and the development of Institutional Research Board (IRB) materials is preferred.
- Coordinate experience involving partners/grantees and cross-Divisional.
