POSITION: Senior EHS Coordinator
ORGANIZATION: New York Medical College

Overview

The Senior EH&S Coordinator will play a key role in supporting New York Medical College’s comprehensive environmental, safety, occupational health, and research and clinical compliance programs in support of and under the general supervision of the department director

Responsibilities

  • Facilitates the laboratory registration program. Performs routine audits of laboratories, facilities, and programs. Maintains comprehensive and accurate records of inspections, consults with Principal Investigators (PIs) and lab personnel on inspection findings and provides appropriate recommendations based on regulatory compliance and best-practice guidelines. Develops recommendations for corrective actions. Supervises audit closeout processes by technical staff and works with them to document audit closeouts.
  • Manages lab decommissioning/cleanout and new PI registration/move-in processes. Assesses needs/serves as point person for assembling necessary scopes of work. Serves as point person for permitting/protocol registration processes for new PIs.
  • Assists the Director with the day-to-day management of all research compliance and clinical infection prevention programs, including the development and revision of plans, policies, procedures, and training programs. Serves as institutional Chemical Hygiene Officer and Alternate Responsible Official for the Select Agent Program. Assists with IBC & IACUC protocol reviews and risk assessments. Oversees chemical, biological and radiological waste programs. Responds to/assists with the mitigation of emergencies and spills involving hazardous materials which may include biological, chemical, or radioactive substances and assisting in the response and investigation of accidents, incidents, or exposures.
  • Assists in the management and maintenance of records/documentation/databases, including training records, dosimetry records (for research and clinic programs), waste manifests, SDSs, and other compliance documents.
  • Prepares and conducts trainings on a variety of EH&S topics, including, but not limited to: biosafety, chemical safety, shipping hazardous materials, bloodborne pathogen standard, hazardous waste, CPR/AED use, radiation safety, and clinical compliance.
  • Assists with campus-wide life safety, construction safety, and environmental and clinical compliance inspections. Other duties as assigned.
  • Participates in on-call rotational system providing routine and off-hours support when necessary to resolve emergency and EHS issues.

Qualifications

  • Education requirement:

Bachelor’s Degree Required. MS/MPH Highly Preferred.

  • Licenses or certifications:

DOJ/FBI/DMV background checks and clearances required. HAZWOPER/RCRA/DOT HAZMAT/IATA certifications strongly preferred. CPR/AED Instructor certification preferred.

  • Technical/computer skills:

Must have strong Microsoft Office skills, including Word, Excel, Outlook, MS Teams. Must be able to utilize Zoom. Must be able to use iPad/iPhone applications.

  • Prior experience:

Working knowledge of research laboratory processes, equipment and facilities is essential.

Job Description

The mission of BHIV is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities and combat stigma. The Bureau of HIV (BHIV) oversees and coordinates the New York City (NYC) Health Department’s response to the HIV epidemic. Programs within the Bureau include HIV Prevention, Care and Treatment, Epidemiology, Social Marketing and Community Engagement, Policy & External Affairs, Administration, and Clinical Operations and Technical Assistance (COTA). BHIV leads policy development, direct administration of programs, oversight of contracted programs, community participatory planning, provider outreach and education, research, and surveillance, all with the goal of preventing new infections and supporting NYC residents living with HIV.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

  • Supervise at least one City Research Scientist to support the iART Detailing Campaign and TA project;
  • Serve as the hiring manager for vacant positions (if applicable);
  • Lead the development and overall design of the iART Detailing Campaign and TA strategy, utilizing a data-informed and racial equity and social justice approach to prioritize sites with higher proportions of new diagnoses among priority populations and lower viral load suppression rates;

Minimum Qual Requirements

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

The COVID-19 pandemic underlined that implementing anti-racist public health praxis requires expanding the types of data collection strategies used by local health departments. Traditional, largely quantitative methods or analyses of administrative data were inadequate to describe and predict the severe impacts of the COVID-19 pandemic for many groups of New Yorkers. 

Specifically, the disproportionate morbidity, mortality and socioeconomic toll of COVID-19 on communities of low-income, immigrant, justice-involved, Black, indigenous and people of color in New York City has underscored the need to develop approaches for data collection, program evaluation and needs assessment that can reach New Yorkers less likely to be included in conventional data collection sampling methods. A reliance on quantitative data alone erases the experiential knowledge of oppressed people, categorizing it as anecdotal and invalid. In fact, this lived experience is critical data and evidence that should drive our work to address racism and other systems of oppression that impact health. The inclusion of qualitative methods into routine public health surveillance is a critical need to add to the epidemiologic toolkit of local health departments as they recover from the COVID pandemic and prepare for future public health emergencies. 

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending June 30, 2023.

Position Summary:

DOHMH has an opening for a Qualitative Surveillance Manager. Reporting to the Assistant Commissioner, Bureau of Epidemiology Services, this position will support development and implementation of a cohesive qualitative surveillance strategy and community-centered data collection that builds from DOHMH’s community engagement framework, with a primary focus on COVID-19 recovery and structural racism.

Specifically, the Qualitative Surveillance Manager will:

  • Plan, coordinate, and develop strategy to create more robust, accurate and actionable data on populations that are currently missed by quantitative surveillance mechanisms.
  • Scope and design infrastructure for embedding primary qualitative data collection into the Department’s population-health surveillance strategy.
  • Write grants or otherwise identify funding to support expanding the agency’s capacity to conduct qualitative surveillance on the social determinants of health, with a special focus on anti-racist public health praxis and equitable COVID19 recovery strategies.
  • Provide technical support on qualitative data analysis to other programs in agency.
  • Lead manuscript development for white paper and peer reviewed publications.
  • Perform other Division of Epidemiology research and surveillance tasks as directed by Epidemiology leadership.

Qualifications and Requirements:

  • Master’s degree or Ph.D. in a relevant discipline (sociology, anthropology, public health).
  • 5-7 years’ professional experience in an applied role with a qualitative focus. 
  • Proven practical experience with a wide array of qualitative research and surveillance methods, including in depth interviewing, focus groups, participant observation.  
  • Ability to translate rigorous qualitative work into applied settings, including reporting findings to non-technical and non-academic audiences.
  • Expert proficiency with qualitative software (such as Atlas.TI, NVivo or Dedoose).
  • Excellent written and oral communication skills. 
  • Demonstrated inclusive and equitable leadership skills.
  • Ability to build strong relationships with teammates, partners and specialists by fostering teamwork, partnership and collaboration in a virtual or face-to-face environment.
