POSITION: Community Outreach Coordinator (Temporary)

Program Description:

 PHS’ Community Health and Nutrition Access Program helps New York residents obtain free or low-cost health insurance coverage, apply for the Supplemental Nutrition Assistance Program (SNAP, also known as Food Stamps), and through our WIC program, provides nutrition education sessions led by WIC nutritionists on healthy eating and physical activity, breastfeeding support, and  eWIC  cards to purchase nutritious foods. Our staff members are culturally and linguistically competent and identify with the communities they serve. They help clients navigate through what can be a complicated and confusing application process, step by step. Each year, we help over 22,000 people apply for or renew free or low-cost health insurance coverage, 14,000 people to apply for SNAP, and 35,000 eligible pregnant and nursing women and children up to five years of age to enroll in the New York State WIC (Women Infants and Children) Program. 

Position Summary:

The  Community Outreach Coordinator  is  primarily  responsible for  building and maintaining relationships with  community partners to actively engage target populations and key stakeholders citywide, providing  comprehensive information about the Medicaid Program and other related benefits and services, and  coordinating information about benefits and services that are needed by CHANA’s clients . The Community Outreach Coordinator will also assist  individuals  who want to  apply for Medicaid and other related benefits  and  applications. 

Specifically, the Community Outreach Coordinator will:

  • Reach out to PHS’ service communities internally and externally, including targeted outreach to specific populations with a focus on New Yorkers over aged 65 and living with disabilities. 
  • Educate and pre-screen potentially eligible individuals about public health insurance programs related benefits and services, and connect them to PHS’ enrollment services within the 5 boroughs. 
  • Use tools developed by the program to accurately pre-screen individuals based on their age, income, household size, etc. 
  • Connect individuals to the appropriate Program Manager or enroller using CHANA’s internal referral tracking system. 
  • Conduct inreach activities including maintaining close relationships with PHS programs to ensure that existing clients are being systematically linked to other needed services provided at PHS.
  • Conduct outreach to community-based organizations, doctor’s offices, senior centers, and other key community hubs that serve PHS’ service communities and the ABD population, including identifying potential client sites and referral partners as needed. 
  • Conduct scheduled workshops and information sessions regarding health insurance eligibility and benefits at community organizations that have reach into PHS’ target populations. Work with the Senior Program Coordinator, Deputy Director and Program Director to plan large community events as necessary.
  • Be responsible for building a calendar of inreach and outreach activities and events to expand reach within the communities. S/he will coordinate with subcontractor agencies on updating the calendar, as needed. S/he will help coordinate plans and activities among CHANA’s programs other PHS programs. 
  • Work with Managers, Senior Staff, and enrollers to identify referral needs and potential referral organizations that provide needed services.
  • Maintain updated database of contacts, partners, events, and workshops attended.  Work with the Senior Program Coordinator to ensure that the database tracks required metrics for reporting and program management needs. 
  • Assist with maintaining a referral tracking system among CHANA’s programs, other PHS programs, to external partners.
  • Manage the inventory of all outreach material and work with the Operations Coordinator to order material as needed. 
  • Co-lead outreach component of staff meetings and trainings. 
  • Participate in PHS outreach initiatives.
  • Provide bilingual assistance to clients when needed. 
  • Assist the Director, Manager, and Coordinators on special projects as needed and attend relevant State and Coalition trainings and meetings.
  • Attend all mandatory trainings.
  • Assist Managers and Senior Staff on special projects, as needed.

Qualifications and Skills:

  • Bachelors degree preferred. 
  • Bilingual preferred.
  • Possess strong communication skills (listening, written, oral, and public speaking). 
  • Dedicated to helping improve the lives of disenfranchised and marginalized communities. 
  • Excellent team player with the ability to be flexible and work collaboratively and respectfully.
  • Ability to embrace diversity; Possesses good people and cultural competency skills.
  • Work collaboratively both internally and externally and engage in consensus-based decision making.
  • Must be reliable and very organized with strong time management. 
  • Must be detail-oriented and able to work independently. 
  • Experience working with Medicaid, health insurance navigation, and/or community health programs  (preferred) 
  • Fluent in standard computer operation with good data entry skill and ability to use standard video conferencing tools
  • Ability to thrive in a work environment that is respectful, goal-oriented, and focused, and yet is dedicated to achieving work-life balance
  • Ability to lift and carry 20 lbs.
  • Ability to travel within NYC Five boroughs.

Together with our local partners, we work to achieve a world where all people have access to the information, services, and rights they need to live healthy and empowered lives. In 2019, our partners provided over 41 million health services, including contraception, breast and cervical cancer screenings, HIV prevention, and safe abortion. We averted 3.3 million unintended pregnancies and achieved 36 progressive advocacy wins across the region.

Background Summary:

The NEXUS initiative is an innovative initiative to support a group of cross-regional high-level government officials in ensuring the highest support to SRHR at crucial UN negotiations related with the Agenda 2030 and ICPD beyond 2014 follow-up processes. This initiative will build on the existing momentum created by the SheDecides movement and will complement its advocacy work by mobilizing the SheDecides government champions alongside other leaders that are not formally part of this initiative. A small secretariat is being established in New York to provide coordination, intelligence and strategic orientation to support the Champions to facilitate cross-regional exchange and define result-oriented negotiation tactics to foster the SRHR agenda at the UN.

An independent unit, established for 3 years and hosted by IPPF/WHR, the NEXUS secretariat coordinates and supports the work of the NEXUS initiative.

Job Summary:

The Nexus Policy and Advocacy Intern will assist the Director of the NEXUS Secretariat in supporting the substantive work of the NEXUS secretariat, especially in entertaining liaison with various partners and monitoring intergovernmental development at the UN. The Nexus Policy and Advocacy Intern reports directly to the Director of the NEXUS secretariat.

Major Duties and Responsibilities:

  • Participate in various meetings, conferences and events organized by UN entities, intergovernmental and civil society organizations in NY and prepare summary notes
  • Monitor SRHR-related developments at the UN and assist in identifying opportunities or concerns relevant to NEXUS
  • Establish and entertain working relationships with UN officers, government technical officers at UN missions, and civil society actors
  • Ensure liaison with the UN staff in the secretariats of UN intergovernmental bodies (ECOSOC, CSW, CSD, CPD, UNFPA, UNDP, UN Women, etc.)
  • Assist in drafting documentation for resource mobilization efforts for the NEXUS Secretariat
  • Assist in planning and supporting NEXUS activities
  • Conduct research on SRHR and assist in drafting tools and inputs for international negotiations, including statements, technical briefs
  • Assist in intelligence and information gathering and draft analyses of UN and national political developments impacting SRHR-related UN and other international processes
  • Assist in preparing background documents, speaking points, op-eds for NEXUS members and SRHR champions
  • Assist in monitoring developments in the US government and Congress activities/statements related to SRHR

Learning Outcomes:

  • Gain experience in policy writing with an advocacy focus
  • Learn about complex international negotiation system and factors affecting policy at international and national levels

Education and Experience:

  • Bachelor’s or Masters’ degree in international relations, development studies, international economics, gender, public health, human rights, social sciences or related field or a combination of some of these or currently enrolled in an undergraduate or graduate program with major in at least one of the above subject matters
  • Strong interest in foreign policy, international affairs, SRHR/public health agenda, gender equality, human rights and humanitarian issues
  • Good knowledge and understanding of international affairs, including the UN system, public health/SRHR related issues
  • Some professional experience in international development and/or technical cooperation with a government, intergovernmental or not-for-profit organization, or research/academic institution
  • Some experience in intergovernmental affairs, protocol, coordination, government relations is an advantage
  • Previous experience or exposure to the United Nations is an asset
  • Some experience in a developing country desirable

The NEXUS Information Intern will support the NEXUS secretariat information management and communication efforts in assisting in defining and executing key tactics that connect and inform NEXUS members and partners, and enhance internal communication between NEXUS members. Supervisor Relationship:

The Information Intern will report to the Director of the Nexus Secretariat. 

Responsibilities:

  • Design an internal communication/information strategy for NEXUS
  • Create an internal communication platform/mechanism for NEXUS members, champions, and other supportive partners to interact, including a background document repository
  • Research and gather relevant existing scientific information about SRHR to prepare background information and materials about specific SRHR issues to support NEXUS members and SRHR champions advocacy efforts
  • Liaise with universities, academic and research institutions to coordinate preparations of briefing and update materials for high-level advocacy based on trendy SRHR-related research and analysis  
  • Draft key messages, speaking points and op-ed for NEXUS members and SRHR champions
  • Assist with the production of relevant background information/flyer for NEXUS to ensure understanding of the goals, objectives and workplan of the initiative among governments and partners
  • Assist in preparing updates on latest developments of the ICPD@25 and other relevant international processes such as the 2030 SDG Agenda
  • Document relevant NEXUS members/SRHR champions meetings/events through photographs and videos, and edit videos of events
  • Provide technical support to NEXUS members and SRHR champions participation in UN intergovernmental meetings
  • Monitor SRHR press coverage and create daily/weekly relevant press clipping briefs
