The CUNY Human Research Protection Program (HRPP) is responsible for the protection of the rights and welfare of human subjects in research projects conducted at CUNY or by CUNY faculty, staff, and students and RF CUNY staff.

2) Is it Human Subjects Research?

In order for the GSPHHP HRPP Office to determine if a project is Human Subjects Research or not, fill out the Human Subject Research Assessment Form. All Master’s students must submit this form. For PIs who are sure that their research is Human Subjects Research, proceed to submitting a protocol.


3) Submitting a Protocol for Human Subjects Research (Exempt, Expedited, and Full Board Review)

All Human Subjects Research projects must be determined as exempt, expedited, or for convened IRB Review and submitted through IDEATE.

a) Before creating a protocol application in IDEATE, all related GSPHHP Personnel must activate their IDEATE profile using their CUNY Portal credentials to log-in. All Personnel (PI, CO-PI, Research Assistant(s), etc.) must be correctly affiliated with the Graduate School of Public Health and Health Policy before proceeding with an application. Contact the GSPHHP HRPP Coordinator to request corrections.        

b) CITI Human Subjects Research (HSR) Training

All protocol Personnel, including faculty and faculty advisors to student PIs, are required to complete the CITI Human Subjects Protection (HSR) training and include the certificate of completion in the attachments section of the IDEATE protocol submission. The GSPHHP HRPP Coordinator reviews all GSPHHP protocols and if necessary will return protocols to the PI with comments and requests for updates. Please allow 5-10 business days.

  • Human Subjects Research: Exempt
    The HRPP Coordinator reviews, approves, and processes Exempt protocols. Please allow 5 business days.
  • Human Subjects Research: Expedited
    A member of the CUNY IRB reviews and approves Expedited protocols and the HRPP Coordinator processes them. Please allow 5-10 business days.
  • Human Subjects Research: Full Board
    Refer to the board meetings schedule on the right hand side of this page for full board review and approval. The HRPP Coordinator processes Full Board reviews.
